The UW Graduate School is seeking a Human Resources Manager to lead day-to-day HR operations for staff and student employees. The HR Manager works under limited supervision to provide full-cycle HR administration that includes employee recruitment, onboarding, compliance, compensation management, training, recognition and engagement, time and leave administration, and position changes. This position partners with leaders and employees across the school to offer expert consultation regarding HR policies and procedures, exercising discretion and excellent judgement to deliver results.

Working in close collaboration with the HR Director, this role plays a pivotal role in shaping the Graduate School HR program. We are seeking a results-driven HR Manager who is passionate about HR, excels in communication, adept at building community, and committed to equity, inclusion, and justice. The ideal candidate can balance detailed, hands-on work with strategic thinking, deliver excellent customer service, foster continuous improvement, and is able to work independently as well as part of a team to achieve successful outcomes.

The Graduate School creates systems, policies, and procedures that directly impact 500+ graduate degree programs and certificates and 15,000+ graduate degree students across all three campuses. The HR Manager works closely with Grad School leadership to understand the HR needs of the organization and independently perform a variety of complex and confidential human resources functions that include recruitment and retention; regulatory compliance and administration (i.e., FLSA, FMLA, EEO, ADA); coaching and training; position and compensation management. This position will work with the HR Director to design, implement and evaluate organizational development programs that strengthen individual and organizational capabilities to execute strategic business objectives.

DUTIES & RESPONSIBILITIES Recruitment, Hiring, Onboarding: • Collaborate with hiring managers to identify staffing needs and develop effective recruitment strategies. • Lead recruitment efforts for staff and student employees, which includes creating job descriptions, determining appropriate job classifications and salary levels, candidate selection, and onboarding. • Advise on federal and state regulations, UW policies and procedures, and Graduate School policies and procedures; ensure compliance. • Implement diversity, equity, inclusion, and justice (DEIJ) strategies to foster a diverse and inclusive workforce. • Anticipate potential staffing gaps and proactively plan for temporary coverage during recruitment periods.

Position and Compensation Management: • Manage changes to employee positions, including adjustments to FTE, compensation, supervisor, and employment status. • Advise managers on labor agreement application. • Offer data-driven guidance to supervisors regarding salary ranges for new hires and compensation change requests. • Coordinate the annual professional staff merit review process and oversee salary increases for classified and academic student employees.

Operations: • Manage HR transactions in Workday, the UW’s Human Capital Management system, serving as the Workday lead for the Graduate School. • Track HR activities and records using a task management system. Develop and maintain files, databases, and spreadsheets. Ensure compliance with records retention schedules. • Develop, refine, and communicate Graduate School HR processes and policies including creating standard operating procedures, checklists, timelines, FAQs and templates; ensure continuous process improvement. • Review, update, and edit HR content on the Graduate School’s intranet. • Run and analyze HR reports in inform decision making. • Spearhead knowledge management initiatives.

Payroll Administration and Time and Absence Management: • Manage payroll for the Graduate School. • Manage leaves of absences, including consulting with employees and managers about FMLA, disability leave, parental leave, and disability accommodations; maintain leave documentation; track and monitor leave.

Organizational Development and Employee Engagement: • Manage Graduate School employee recognition program. Advise managers regarding retention, awards and recognition. • Partner with HR Director to manage and support the assessment of leadership and team needs; design, implement and evaluate programs and facilitate the professional development and continuous learning of team members. • Build lunch and learn series, identifying speakers and planning events. • Partner with HR Director to create and support an inclusive culture through development opportunities. • Implement initiatives to enhance employee engagement, morale, and retention. • Organize and champion events that promote a positive and healthy work culture.

Employee Development and Performance Management: • Guide managers and individual employees in developing training and professional development plans. • Coordinate annual staff performance evaluation process.

Other responsibilities as assigned. MINIMUM REQUIREMENTS • Bachelor's degree in human resources, administration, or a related field • Four years of progressively responsible HR generalist experience.

Additional Requirements: • Demonstrated understanding of HR principles, including recruitment, onboarding, professional development, and compensation. • Results-driven with a strong customer service orientation. • Passion for process improvement and organization. • Effective problem-solving ability. • Excellent interpersonal, written and verbal communication, analytical, and organizational skills. • Demonstrated experience exercising a high level of confidentiality and discretion. • Proficiency with Word, Excel, Outlook, and task management software. • Possess a high level of initiative. • Able to work effectively, efficiently, and with appropriate confidentiality within all levels of the organization. • Proficient in navigating through change and transition as well as help others through the process.

Equivalent education and/or experience may substitute for minimum requirements. DESIRED REQUIREMENTS • Proficiency with Workday. • SHRM-CP or PHR certification.

WORKING CONDITIONS This position is eligible to work remotely up to three days per week with supervisory approval, subject to change. Must be able to flex weekly schedule as needed to accommodate in-person onboarding. Evening attendance at events may be required a few times per year.
