Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, analytical, and budgeting functions for the University of Washington, including:

  • Finance & Budget Strategy

  • Institutional Analytics & Decision Support

  • Policy, Planning & State Operations

  • University Business ServicesThe Director of Finance oversees strategic financial planning and budget development for FPB financial shared services, covering payroll, purchasing, facilities management, administrative support, accounting, budgeting, and expenditures. Responsibilities include implementing internal controls, managing contracts, risk management, financial policies, strategic planning, analyzing data, monitoring performance, making recommendations, and producing financial statements and reports.The FPB Shared Services Finance team is a strategic partner that manages financial policy, budgeting, and finance administration for FPB core units. The team assists in resource allocation, provides analysis and reporting for decision-making, and ensures compliance with regulations. The team supports the units' financial goals by offering expertise in business and financial systems administration and leads various special projects and initiatives for FPB. DUTIES AND RESPONSIBILITIES Strategy Development

  • Establish long-range planning; five-year budget projections and fiscal strategy plans for FPB and assists all departments in long-range budget forecasting.

  • Leads and manages budget discussions with FPB Leadership.

  • Advise the Chief of Staff and the senior leadership team.o On deployment of resources that integrate into and ensures the success of the FPB mission and goals.o That enable and enhance decision making on the allocation of financial resources for FPB programming.

  • Interprets analysis and makes recommendations for future budget requests.

  • Develop budgeting strategies for new FPB initiatives.

  • Ensure the stewardship of resources and allocations.

  • Collaborate with units that the Central Shared Environment supports.

  • Negotiate funding arrangements with FPB Cost Center Managers and resolve fiscal and budgetary concerns to achieve a mutually beneficial outcome.

  • Oversees the production of annual budget reports to all FPB units.

  • Detailed knowledge of data mining within Workday Finance and in-depth understanding of how to interpret and use data to produce viable and accurate financial reports.

  • Deep knowledge of UW funding sources to analyze total sources and uses of funds at an organizational level as well as at a more granular unit level.Leadership and Team Management

  • Provide leadership and manage the FPB Shared Services Finance. Also, provide leadership to the FPB organization in collaboration with the Chief of Staff.

  • Manage the day-to-day operations of the Shared Services Finance teams (including the Central Shared Environment); responsible for the management, development, and career enrichment of staff.

  • Work with a diverse group of individuals to create an inclusive environment and culture that promotes a creative climate based on cooperation, trust, pride, and respect.

  • Coordinate and lead teams for departments and university-wide projects. Bring together appropriate team members; facilitate project work; prepare reports; plan and implement communication plans.

  • Develop and maintain appropriate internal controls and quality assurance measures.Program Development and Management

  • Provide consultation and support to the FPB Leadership Team in their efforts to advise, consult, create and execute strategic plans.

  • Develops and implements budget plan for cost center budgets, self-sustaining budgets, and discretionary accounts.

  • Consults FPB departments and cost center managers and provides guidance on financial planning, financial management strategies, analyses, and spending recommendations through interpretation of FPB policies and practices.

  • Reviews and ensures that all contracts executed by FPB core units are effective in delivering desired benefits, does not create an undue financial or legal liability for FPB, and meets standards as required by policy and/or law.

  • Oversees and manages budget encumbrance and expenditure reports on a regular basis.

  • Produces monthly budget and expenditure reports for individual cost centers and monitors for adherence to budget and compliance with policies.

  • Prepares biennial budget documentation and successfully closes budgets at end of the fiscal year and biennium.

  • Manages the Central Shared Environment team responsible for purchasing, vendor invoice processing, travel reimbursements, data analysis, and system maintenance.

  • Manages Administrative team who are responsible for building services, safety, archives and other administrative assistance.

  • Identifies and implements process improvements.Administration

  • Ensure training and cross training across on business processes and systems.

  • Advise and lead discussions with FPB Leadership on strategic utilization of space and space allocation for various locations.

  • Negotiates contracts with the University on long-term lease agreements.

  • Negotiates contracts with external vendors and suppliers for the renovation of facilities.

  • Manage and participate in special projects as assigned by the Chief of Staff.

  • Other duties as assigned. MINIMUM REQUIREMENTS

  • Bachelor's degree in Business Administration, Accounting, Finance, Economics, or related field and 5 years of progressive professional experience in budgets and budgetary process, finance or financial transactions, or complex financial management systems or related field. 3-4 years to include progressively responsible leadership/management experience. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Proficiency in the Workday enterprise management system.

  • Excellent oral and written communication skills, including expertise in making public presentations.

  • Sensitivity and the ability to work within a diverse workforce and community.

  • Proficiency in Word, Excel, and database software. DESIRED QUALIFICATIONS

  • Experience in Higher Education or government.

  • Master’s Degree in Business Administration, Public Administration, or related fields.
