Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Crane Operator and Lock and Dam Equipment Mechanic duties in a mixed position at a high lift lock and dam facility. Responsibilities As a Crane Operator you will operate a variety of boom cranes including truck mounted, pedestal mounted and a permanently placed 75-ton stiff leg with boom and jib more than 115 feet. Operate a variety of boom cranes to load or unload trucks, floating equipment, to remove or place materials and equipment in connection with lock maintenance, and to dry dock boats and barges. Make up to 60 foot "blind lifts. Make precise load placements with loads near capacity in situations of limited maneuverability where exact movements must be made to position the load accurately and safely. Perform rigging and minor maintenance as required. As a journey level Lock and Dam Mechanic you will perform maintenance, repair, overhaul, and new installation for interlocking mechanical, hydraulic, electrical, and pneumatic equipment, and systems. Inspects, adjusts, lubricates, tests, installs, calibrates, and/or performs major and minor repairs at regularly scheduled intervals. Inspects, troubleshoots, and/or rebuilds electric motors, diesel, and gasoline engines of associated equipment (such as large mobile cranes, construction type equipment, bulkhead hoists, generators, hydraulic pumps, air compressors, etc.). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) CRANE OPERATOR without more than normal supervision. I have the ability to perform common duties of a Crane operator. I am able to operate a truck or barge mounted crane or a permanently placed 75-ton stiff leg in open areas well within lift capacity to perform one or more of the following: load and unload trucks, floating equipment, remove debris from inland waters, and/or to dry dock boats and barges. I am able to perform rigging and routine preventative maintenance on cranes. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: The incumbent may work in a static position for long periods of time, making continual changes to controls to maneuver loads in tight places. Work requires frequent standing, stooping, stretching, climbing and crouching. Routinely lifts and carries items weighing up to 50 pounds. Uses coordination of eyes, hands, legs and body in installing, repairing, or testing equipment in confined spaces such as manholes, enclosed switchgear structures, or on overhead structures; climbs ladders and poles. Machinery on high lift structures is large and requires the skills of a heavy construction mechanic to effect repair or replacement. WORKING CONDITIONS: Some duties are performed inside closed cage of crane, while some duties are performed outside in foul weather while operating hoisting machinery or connecting slings, etc. The work requires alertness and coordination in the manipulation of controls of cranes. Must demonstrate ability in operation of land operated cranes and secure required operators certificates by passing appropriate written and practical tests. Maintenance work is performed indoors and outdoors during the day or night subject to inclement weather, on high structures usually over water that is frequently turbulent, in the proximity of moving machinery and high tension electrical equipment, on scaffolds and from slings or floating plant. Occasionally will work behind bulkheads or in tunnels below water level. Incumbent is subject to falls, drowning, electrical shocks, injury, or discomfort and when inside, exposure to moving machinery, electrical circuits and loud noises, and at times, dangerous icy conditions. Uses safety equipment such as life vests, protective ear devices, hard hats, hard toe shoes, respirators and protective clothing. SELECTIVE PLACEMENT FACTOR: This position has selective placement factor which must be met prior to employment and for continued employment. This position requires a current National Commission for the Certification of Crane Operators (NCCCO) for Mobile Crane Operator at the time of application. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
