The Department of Planning and Administration has an outstanding opportunity for an Associate Director of Fiscal & Audit Services to join their team.
The Associate Director of Fiscal & Audit Services (FAS) is a strategic leader for central administrative and shared environment functions at the University of Washington Bothell (UW Bothell). Reporting to the Senior Director of Fiscal & Audit Services (FAS) within a collaborative and supportive team, the Associate Director is an integral and leading member of the FAS leadership team, and a member of the Leadership Sync team of the Vice Chancellor for Planning & Administration. The Associate Director acts in an advisory capacity to the Senior Director, Vice Chancellors, unit Directors, School Administrators, and various unit departmental teams, providing fiscal guidance and management advice.
The Associate Director works with UW Seattle offices on complex and technical matters, including the UW Attorney General’s office, Central Finance Offices, Information Security, Internal Audit, and Risk Management, and represents the UW Bothell campus on committees and workgroups with UW Seattle and UW Tacoma partners to ensure tri-campus fiscal and directional alignment.
The Associate Director is a strategic leader in developing the fiscal structures, staffing, policies, and procedures to transition and stabilize the FAS Shared Environment team as part of the University’s transition to Workday. Directly supervises 1.0 FTE professional staff person who in turn supervises 4.4 FTE classified staff who support the campus mission and its customers in areas including who support the campus mission and its customers in areas including billing/accounts receivable, cashiering, equipment, procurement, reimbursements, shared environment service agreements, systems authorizations, and travel.
The Associate Director is a strategic leader in developing the fiscal structures, policies and procedures to support institutional Workday implementation and stabilization, both within the central office, as a Shared Environment, and extending to all campus-wide entities.
Leverages relationships with UW Seattle and UW Tacoma, maintaining sound internal controls in our tri-campus fiscal processes, helping to recommend and implement solutions which meet these needs, and helping to improve processes with an emphasis on best practices, collaboration, and tri-campus alignment.
DUTIES AND RESPONSIBILITIES STRATEGIC PLANNING:
Leads strategic implementation and stabilization of the FAS Shared Environment for the UW Bothell campus by engaging cross-disciplinary committees and workgroups to improve processes, and develop shared services business models, policies, and procedures. This work includes complex assessment of campus and customer needs.
Performs a key leadership role in the strategic implementation of Workday on the UW Bothell campus in partnership with UW Seattle business partners.
Develops strategies for and implements complex campus business models such as centralized, decentralized, and shared services.
Develops institutional processes, policies and procedures to support campus strategies; both within the central business office and extending to all UW Bothell entities.
Facilitates strategic thinking in business matters, including projected consequences of program-related decisions, and develops short and long term plans in support of unit level and institutional strategic goals.
Oversees emergency preparedness planning for critical campus-wide operations within the scope of FAS. During an incident, directs and supports staff who provide resources and services, and accounts for expenditures and claims.
Partners with the UW Seattle and UW Tacoma campuses to promote tri-campus alignment on strategic resource issues including fiscal compliance, ethics and fiscal operations. Represents UW Bothell interests at University-wide meetings.
Works with Cascadia College to maintain sound and equitable co-location business agreements and practices.SUPERVISION:
Directs and oversees staff engaged in FAS Shared Environment functions including, but not limited to, billing/accounts receivable, cashiering, equipment, procurement, reimbursements, service agreements, systems authorizations, and travel, ensuring compliance with UW fiscal policies and procedures.
Directly supervises 1.0 FTE professional staff within a total team of 5.4 FTE members of the FAS Shared Environment team providing feedback, leadership, coaching, advice and support.
Duties include but are not limited to: hiring and onboarding new staff, directing priorities of staff, coordinating staff workload, ongoing staff development, and performance evaluations.
Works closely with the FAS Manager to develop backup staffing plans and cross training for critical core processes to ensure continuity of FAS Shared Environment operations.FISCAL MANAGEMENT AND ADMINISTRATION
Promotes institutional compliance and manages financial and reputational risk in accordance with policies of the UW, and other oversight bodies, to ensure operations and resources are in alignment with mission and requirements.
Advises unit heads on changing financial and compliance climate, internal controls, and policies and procedures as set forth by the University, the State, and the various Federal and non-Federal funding agencies.
Leads Administrator Council meetings which provide information and trainings to campus fiscal leaders and informs them of changing UW policies, and fiscal compliance and ethics matters.
Provides interpretation and review of policies and procedures relating to the administrative operations of UW Bothell; interprets complex operational issues to determine their financial and operational impact on the campus and its units.
Develops specific UW Bothell policy statements and recommends improvements to central business office, Shared Environment, and institutional fiscal processes.
Responds to queries from Federal, State, and local government agencies, internal and external auditors, private organizations, individuals, and the general public as necessary.
Monitors campus-wide fiscal operations to ensure efficient, effective and compliant financial processes.PROCESS IMPROVEMENTS AND AUDIT SERVICES
Leads and participates in central business office, Shared Environment and institutional process improvement projects to streamline service delivery as the campus transitions to Workday.
Provides expertise, advice and counsel to the Senior Director, Vice Chancellors, faculty, staff and student organizations on policies and procedures as set forth by the University, the State, and the various Federal and non-Federal funding agencies.
Analyzes complex institutional financial data to determine potential areas of fiscal weakness and risk, and works with unit leadership to strengthen business processes, internal controls and oversight.
Assists the Senior Director in the campus liaison role for audits, assists departmental staff through the audit process from beginning to end. Coordinates institutional audits and confidential investigations with departments and internal and external auditors, including State, Federal and foundation auditors.FINANCIAL REPORTING AND ANALYSIS
Creates, distributes and presents technically complex financial reports for institutional decision making and management; prepares financial reports for the Senior Director and Vice Chancellors as needed.
Leads and manages financial projects involving in-depth research into institutional financial data for use in making decisions or recommendations at all levels of the institution.
Oversees the creation and communication of metrics to highlight departmental progress to goals and milestones. Encourages staff ideas to identify and implement operational process efficiencies.
Generates financial analyses; identifies and analyzes problem areas and makes recommendations to the Senior Director and Vice Chancellors.
Oversees the annual UW Fiscal Checklist process and supervises biennium and year end close process.GENERAL AND OTHER
Represents and backs up the Senior Director and Manager of FAS when they are is not available.
Leads or serves on campus-wide committees addressing fiscal and administrative topics.
Leads a culture of continuous process improvement to improve and streamline business processes.
Performs other duties as required to meet the operational needs of FAS. MINIMUM REQUIREMENTS
Bachelor’s degree in Business or related field and 4 years of demonstrated experience with managing fiscal business operations in a complex organization, applying accounting concepts, developing policies and procedures, and navigating State and Federal regulations. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

Higher education work experience.
Experience with Workday and other systems in an academic environment.
Experience in collaborating with auditors.
Experience in developing and implementing new system applications. CONDITIONS OF EMPLOYMENT
Position requires long periods of work at a desk; frequent long periods of viewing computer screens.
Position workstation resides in a shared office suite; may work in excess of 40 hours to meet key deadlines.
