Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, and budgeting functions for the University of Washington, including: • Finance & Budget Strategy • Institutional Analysis & Decision Support • Policy, Planning & State Operations • University Business Services

The Policy, Planning & State Operations (PPSO) team is a sub-unit of FPB and is responsible for policy development the two major areas of external higher education policy issues and internal policy development. This group monitors higher education news and trends, researching these areas and reporting to campus regularly. As such, this group will contribute to a better understanding of the higher education policy landscape when UW planning and policy formation occurs. In addition, this group is responsible for monitoring state-level changes, documented in state law and other sources, in order to prepare the university’s administration for strategic policy discussions. This work entails bill tracking, fiscal note formation, responding to information requests and forming state budget proposals. Additionally, this team is charged with monitoring adherence to University and state policy in regard to fees (tuition, fee-based programs, required student fees and optional student fees) that are stipulated in RCW 28B.15 and the Executive Orders of the University of Washington. This team also assumes responsibility for student fee projections, student fee committee participation and student fee committee Board of Regents items. The team is responsible for managing certain aspects of the University’s annual budget development process, in partnership with other FPB teams. Finally, this team has responsibilities related to capital budget management and prioritization, including state capital budget analysis, project submission and review, and fund flow review and management.

Reporting to the Executive Director of Policy, Planning & State Operations, the purpose of the Assistant Director is to provide primary backup for the Executive Director in efforts to:

1) Lead the University's state budget and policy portfolios including bill tracking, fiscal analysis, and annual state budget requests in collaboration with teams within FPB (Institutional Data & Analysis and Financial Analysis & Budget Strategy) and the Office of State Relations.

2) Provide analysis and policy support to all of FPB, the President, Provost and associated staff, college deans and administrators, and faculty senate committees, as needed. Coordinate issue alignment between state and UW operating and capital budgets in collaboration with partners in FPB and Facilities.

3) Provide fiscal and policy analysis and research on national land state higher education policies and practices in support of planning efforts in the executive office of the University. This includes the development of the University's budget, as well as miscellaneous research, reports and presentations, and other projects as assigned. 4) Liaise with counterparts in the Council of Presidents, other institutions of higher education in the state, the Governor's Office of Financial Management, and legislative staff.

Duties & Responsibilities Program Management • Support the Executive Director in overseeing legislative session work including state budget and policy analysis portfolios (the development and execution of fiscal notes and legislative budget and bill analysis) • Brief senior UW leaders or other UW partners on behalf of the ED regarding the progress and outcomes of state legislative sessions • Conduct accurate and thorough quantitative and qualitative analyses for internal and external audiences, including responses to legislative information requests, state law or rule changes, and internal tuition and fee policy development and interpretation • Write and publish analysis in public blogs and widely distributed briefs, and update/improve FPB web content in alignment with office needs • Assist partners in FPB with the development of the UW budget, other resource allocation decisions, and responding to information requests from UW leaders, campus advisory bodies, and outside parties • The budget cycle includes annual approval of tuition and fee-based program rates and development of annual student fee items for approval by the Board of Regents, in coordination with student fee committees and the administration • Synthesize state and national policy, University policy and budget information for University administration and other UW partners • Assist with communication and presentation of analyses, policies and practices to a variety of audiences with a variety of media including partners at other institutions of higher education, the Governor's Office of Financial Management, and legislative staff

Administration • As needed, serve as a backup to the Executive Director • Support campus decision making by assisting with state and UW operating and capital budget issue alignment and strategy in collaboration with UW Facilities and FPB's Director of Capital Planning Strategy, and representing FPB on various university-wide or departmental committees and work groups as assigned • Manage the UW's state budget request submission and deadlines and internal request for proposal process when applicable. • Work with partners to develop required reports and documentation that are due concurrent with budget requests • Train, mentor, and cross train within Finance, Planning, and Budgeting • Other duties as assigned

Lead Responsibilities: • Manages the UW's annual state budget request: coordinates task assignments, deadlines, and final submission. This includes managing the internal request for state funding proposals process in biennial budget years to request and review proposals from campus units and synthesize information for review and selection by UW leadership. • Oversees fiscal note development and bill tracking and analysis, including supervising up to two policy analysts and the PPSO student assistant; • Responsible for development of required student fee items for approval by the Board of Regents, including coordination with student committees

Required Qualifications Bachelor's degree and five years of accumulated professional experience, to include experience in public policy and/or analysis, with an emphasis on state, federal, and/or higher education policy OR Master’s degree and three years of experience Equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree. Experience/knowledge of state and national legislative process and procedures, government organization, rules and regulations, and state and/on national budget processes and timelines Ability to execute quality work under pressure, with very short time frames, changing priorities, and competing deadlines. Excellent verbal and written communication skills Demonstrated experience in working on diverse groups and teams; respects, values, and contributes to Finance, Planning, and Budgeting and UW’s commitment to diversity, inclusion, and equity.

Desired Qualifications Master’s degree in public administration, public policy, higher education policy or leadership, or advanced degree in a related field. Knowledge of the University of Washington's operations, budget process, organizational structure, data sets, and activities. Experience with Wordpress, or similar web management tools.
