Air Mobility Command LOGISTICS MANAGEMENT SPECIALIST in Scott AFB, Illinois

Summary The primary purpose of this position is to serve as a command headquarters level Logistics Management Specialist applying expert knowledge of substantive agency programs and related systems to analyze, develop, and evaluate issues, and develop recommendations to resolve complex and difficult problems for Air Mobility Command (AMC)'s Weapon Systems. Responsibilities Serves as a Major Command (MAJCOM) technical expert and applies Air Force (AF) and Air Mobility Command (AMC) logistics and maintenance experience; responsible for planning, managing, and coordinating total, cradle to grave logistics management, analyzing capability gaps to define logistics requirements. Develops, refines, analyzes, and recommends maintenance and logistics requirements for assigned programs to meet Air Force, AMC, and supported MAJCOM requirements. Applying experience in acquisition logistics and aircraft maintenance, develops AMC logistics inputs and metrics for Department of Defense (DOD) requirements/capability documents and source selection documentation for acquisition and modernization of aircraft weapon system programs. Serves as a senior command representative and spokesperson in communicating program matters. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge and skill in applying analytical and evaluative methods and techniques to command level logistical issues or studies concerning the efficiency and effectiveness of Air Mobility Command (AMC) airlift and tanker aircraft maintenance and logistics management in such areas as war, mobilization, exercise, acquisition, Planning, Programming, Budgeting, and Execution (PPBE), and long-range strategy for bed down and sustainment of new airlift and tanker aircraft weapon systems, maintenance training systems, etc. Thorough knowledge of AMC weapon systems Integrated Product Support (IPS) and Logistics Management requirements, weapon system acquisition and modernization programs, roles, functions, organizational structures, and operation of the Department of Defense (DoD), Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. Comprehensive knowledge of the policies, practices, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare long-range plans, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use. Expert knowledge of the application of a wide range of qualitative and quantitative assessment methods sufficient to improve logistics planning processes and enhance the quality and effectiveness of complex logistics programs. Knowledge of DoD weapons systems management and sustainment program goals, sequences of key weapons systems management and sustainment events and milestones, and methods of evaluating weapons systems management and sustainment. Ability to apply knowledge to design and conduct comprehensive studies of logistics management information systems analysis issues for which boundaries are extremely broad and difficult to determine in advance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, practices, regulations, and laws concerning the acquisition and logistics management processes and initiatives. Knowledge of the application of a wide range of qualitative and quantitative assessment methods. Knowledge of the mission, roles, functions, organizational structures, and operation of the Department of Defense (DoD), Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment. Ability to integrate, analyze, and manage a variety of logistics functions in support of research, development, production, and support of a system, subsystem, or equipment. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
