Summary About the Position: Serves as the staff specialist and the technical authority on archaeological and cultural resources for the Regulatory Branch and is responsible for planning, organizing, and coordinating the total efforts of the archeological, architectural, and historical programs in the Regulatory Division for the entire State of Georgia and portions of South Carolina. Responsibilities Staff specialist and technical authority on archaeological, historic, and cultural resource matters relating to of affected by District water resource development programs. Knowledge of administrative tasks, techniques, and procedures required for implementation and oversight of the cultural resources program. Providing direct guidance, leadership, and coordination to the cultural staff and ensuring effective protection, utilization, and management of cultural and historical resources in the field office. Knowledge of the theories, practices, methodologies, and techniques of archaeology, anthropology, and cultural resources management. Conducts field investigations; prepares, reviews, and coordinates report and information necessary to ensure work authorized under the Department of the Army and Regulatory Program are in compliance with all applicable laws and regulations. Provides technical expertise on archaeological, historic, and cultural resources for Regulatory Division and will use qualifications as a professional archaeologist meeting the Secretary of the Interior's Standards. Ability to communicate and engage members of the public, stakeholders, tribes, and resource agencies. Assist with developing new solutions to complex or novel archaeological problems. Ensures that coordination, often of a delicate or sensitive nature, is properly conducted with government agencies and special interest groups. Work requires a high degree of skill in applying, adapting, or modifying methods and procedures to meet the requirements of specific problems or circumstances. Must establish and maintain effective liaison with local ethnic and cultural interest groups within the District and ensure that Corps water resource development projects and activities are thoroughly coordinated with them. Knowledge of tribal issues as they relate to the National Historic Preservation Act (NHPA) and tribal trust responsibilities, as well as knowledge of environmental protection laws and regulations. Requirements Conditions of Employment Qualifications Who May Apply: In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirements for Archeologist GS-11/12 A. Education: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology which include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school. (Note: You must attach a copy of your transcripts.) OR B. Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline which satisfies in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements as shown in A above (including archeological field school). (Note: You must attach a copy of your transcripts.) OR C. Combination: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. (Note: You must attach a copy of your transcripts.) OR D. Experience: Four years of archeological work experience that demonstrates a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: conducting cultural resources studies to identify archeological, historical and environmental impacts on project areas; ensuring compliance with the requirements of the National Historic Preservation Act; and preparing supporting documentation concerning the protection of historic and cultural sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Archeology or Anthropology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages Specialized Experience GS-12: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: planning, directing, monitoring, and executing the Regulatory Permit Program, pursuant of the Rivers and Harbors Act of 1899, and the Clean Water Act, including the review of applications for residential or commercial development, and/or transportation, and/or mitigation related proposals. Administer and enforce, or assist in managing, the program in compliance with governing public laws, regulations, interagency agreements, and policies of higher headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
