WSP USA Program Construction Safety/Security Manager in San Jose, California

Duties include but are not limited to:

Act as the Program Construction Safety/Security Manager responsible for oversight of all activities described herein and managing the safety and well-being of all personnel involved in this mega heavy civil project. The position extends across the entire program, encompassing multiple construction sites and teams. Maintain close alliance with VTA’s project managers, contractors, and construction management team to create a culture of safety excellence. Develop and implement health and safety programs, policies, and practices following VTA’s general safety guidelines. Collaborate with cross-functional teams, assess risks, and promote a culture of safety across the program. The Program Construction Safety Manager will report directly to VTA’s Geneal Manager/CEO, or their assignee.

Responsibilities:

1 . Safety Leadership :

  • Provide strategic safety leadership across the entire construction program while establishing safety as “Top priority”.

  • Develop and implement safety policies, procedures, and guidelines specific to heavy civil construction.

  1. Risk Assessment and Mitigation :
  • Conduct thorough safety and security risk assessments for each project site.

  • Collaborate with project teams to devise effective safety and security solutions and risk mitigation strategies.

  1. Compliance and Training :
  • Ensure compliance with federal, state, and local safety regulations.

  • Oversee safety training programs for all personnel, including contractors and subcontractors.

  • Review safety audits for compliance with the program approved plans.

  1. Incident Prevention and Response :
  • Proactively identify potential hazards and address them promptly.

  • Investigate incidents, accidents, and near-misses, providing recommendations for improvement.

  1. Site Inspections :
  • Regularly visit project sites to assess safety/security practices and identify areas for improvement.

  • Work closely with field supervisors to enforce safety protocols.

  • Assure accidents/incidents are investigated without delay.

  1. Emergency Preparedness :
  • Review and approve all emergency response plans.

  • Review and approve drill plans and emergency communication strategies. Participate in planned drills to evaluate effectiveness. Audit plan compliance.

  1. Collaboration and Communication :
  • Collaborate with project managers, engineers, and subcontractors to integrate safety into project planning.

  • Communicate safety expectations clearly to all team members.

Expected Qualifications :

  • Bachelor’s degree in construction engineering, Construction Management, Occupational Safety and Health, or another related field

  • Preferably twenty (20) years, but no less than ten (10) years, of qualified project safety

  • Experience on large heavy civil and tunneling projects, that are representative of the planned construction activities.

  • Attention to detail, strong leadership, and a deep understanding of heavy civil construction safety.

  • Valid California Class C driver’s license

  • Maintain current OSHA 500 Construction Outreach Training, Authorized Outreach Trainer status in the:

  • OSHA-500 - OSHA Trainer Course in Occupational Health and Safety Standards for the Construction Industry or OSHA-502 Update for Construction Industry Outreach Trainers once every four (4) years to maintain their trainer status.

  • Pending or maintain OSHA-5109: Cal/OSHA Standards for the Construction Industry or OSHA-5029: Cal/OSHA Update for Construction Industry Outreach Trainers once every four (4) years to maintain Trainer status.

  • Maintain current Cal/OSHA Mining and Tunneling (M&T) Certifications, as applicable.

  • Maintain current First Aid and CPR/AED training from a provider recognized by OSHA.

Have an advanced working understanding of safety practices, OSHA regulations, Track Safety/Roadway Worker Protection (RWP), and the BSVII Health and Safety Program necessary to perform the responsibilities.

Compensation:

Expected Salary $130,000 - $200,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and/or offer for this position, based on the successful applicant’s education, experience, knowledge, skills, and abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
