ABOUT FINANCIAL SERVICES

Financial Services supports the SFPUC Enterprises and Bureaus in being the best financial steward for rate payer revenues. Services provided include accounting operations, asset management, audit oversight, reconciliation and financial reporting, budget management, debt management, fleet management, purchasing support, and rates administration. Accurately communicating the financial position of the SFPUC to rate payers, City departments, rating agencies, investors and other stakeholders is the central mission of the department.

Position Summary

The Principal Revenue/Rates Analyst (Principal Administrative Analyst) position is a high-level analyst that plays a lead role in setting rates and financial forecasting for all three of the SFPUC’s Enterprises (Water, Power, and Sewer). The analyst performs complex and difficult analyses to support strategic financial decision-making, provides recommendations to management, and coordinates implementation of policy changes within the agency.  This position is an exciting opportunity to be involved in cross-functional work with a lasting impact on both the SFPUC’s internal operations and the agency’s customers and resources.

The essential job functions include, but are not limited to, the following:

  • Lead analysis for retail and wholesale rate studies, forecasting revenue requirements, performing cost of service allocations according to industry standards, and developing rates that meet all legal requirements and SFPUC policy goals.

  • Research changes in industry trends to propose, design, and implement changes to rates, fees, and other customer-facing programs to address climate change, water supply resilience, financial sustainability, equity, affordability, and other SFPUC strategic goals.

  • Prepare schedules and reports to comply with contractual and regulatory reporting requirements, including the annual wholesale water rates audit.

  • Support update of annual 10 Year Financial Plans and quarterly budget variance reports to forecast revenue, expenses, debt service, reserves, and rates.  Provide strategic financial recommendations to comply with policy goals and inform budgets and capital plans.

  • Perform as-needed financial analyses and projections to evaluate the financial impacts of proposed programs and initiatives.

  • Develop revenue forecasts and set budgets for the SFPUC’s three Enterprises and utility sales budgets for all other City departments.

  • Prepare and deliver written memos, reports, and presentations for management and the Commission to support proposed policy changes and provide recommendations for implementation.

  • Collect, organize, and share data with others at the SFPUC to support informed decision-making across the agency.

  • Coordinate with staff in the Enterprises and Support Bureaus to implement new rates, fees, and programs.

  • Represent the SFPUC in public presentations to various stakeholders regarding changes to utility rates and charges.

  • Collaborate with and provide guidance to other analysts within the Financial Planning & Rates team as lead analysts in the group (though do not directly supervise other staff).

  • Identify and implement areas for process improvement and automation of tasks across the agency, including improving data structures and financial models used by the Financial Planning team.

  • Performs related duties as required within the scope of the classification 1824 Principal Administrative Analyst.

Education:

  • Possession of a baccalaureate degree from an accredited college or university. AND

Experience:

  • Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination: (Weight: 100%)

Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of financial planning, cost of service analysis, utility rate and charge development, and financial/economic analysis and reporting; Ability to work with authority to identify and define problems, determine methodology, analyze and evaluate quantitative and qualitative data, make recommendations with appropriate justification and develop/implement a plan of action; Ability to establish and maintain effective working relationships with staff, senior management, representatives of other departments/agencies, officials, contractors and the general public; Ability to speak clearly and concisely to communicate work-related information in a manner that is understandable and appropriate for a wide array of audiences; and Skill in listening, eliciting information, and negotiating effectively.

Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to the eligibility list resulting from this process. All applicants’ responses to the Supplemental Questionnaire Examination are subject to verification.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
