Jacobs Commissioning, Start-up and Electrical Inspector in San Francisco, California

We are looking for a driven and curious client-focused Electrical, Commissioning and Start-up Engineer to grow with our team.  You’ll provide effective, skilled construction project management to help reduce the costs of delivering projects and adding value to the business by applying proven construction project management techniques and engineering knowledge.

As a Commissioning, Start-up, and Electrical Inspector on our Clean Water Program team in San Mateo, associated with the Jacobs San Francisco office, you’ll have an opportunity to work on an active Mega $400M wastewater treatment plant expansion project assisting with coordination of the progression of construction activity and documentation with design, construction management and field staff both from Jacobs and other consultant and contractor organizations. You will participate in Owner/Designer/Contractor meetings to follow the project from construction to occupancy by end users. Based at a client site, we will rely on you to provide support to the Construction Manager by helping to create or review change orders, coordinate/respond to RFIs and submittals, and manage other critical construction documentation. You will also be responsible for helping to resolve issues identified in the field through the course of construction and startup activities, specifically focused on mechanical-electrical-plumbing (MEP) items. Specific tasks may include but are not limited to:

  • Technical experience, such as engineering design or construction, can help you understand the systems and terminology used in a project.

  • The ability to communicate effectively with engineers, construction manager, and clients is important. This includes being able to write reports, make presentations, and give clear instructions.

  • Field experience in the inspection and testing of work relevant to the scope of electrical, mechanical, commissioning and start-up.

  • Strong working knowledge of pre-design, pre-construction, and construction phase, building systems/components and technology.

  • Oversee the installation of equipment, systems, and facilities to ensure they function correctly and deliver the expected results.

  • Use effective construction management and Control Systems to report on the work progress to the Project Manager.

  • Monitors the progress of construction against the program and takes steps to ensure the program is achieved.

  • Ensures that the project quality control procedures are used for the supervision works and monitors it for improvement.

  • Responsible for the inspection and oversight of all Electrical including Grounding, HV, MV, LV Cables pulling, dressing, laying and termination,Conduits, Cable trays, Switches, Data & Communication system etc.

  • Experience with Stat-up, Testing, and Commissioning of newly installed and incorporated equipment.

  • Strong communication and documentation skills.

  • Knowledge and understanding of applicable codes and standards; such as ASTM, IEC, NEC, NFPA, etc.

  • Must be able to read and interpret Single Line Diagrams and Electrical specifications and be thoroughly familiar with construction-related processes related to the area of assignment.

  • Assisting with Change Order review and processing.

  • Assisting the Owner with Contractor oversight and Operations collaboration during facility shutdowns required for construction work.

  • Ensures the technical aspects of the project adhere to established standards and specifications.

  • Assist in validation of the quality standards of the design.

  • Provides essential technical guidance to client.

  • Act as a liaison between different project teams and stakeholders.

The project is currently entering the 4th year and final phase of new Plant facility construction, primarily focused on process-mechanical and electrical/instrumentation installations followed by startup. Additional construction within the existing Plant facilities will follow startup of the new facilities. Following this project, this role will provide the opportunity to work on multiple fast-moving projects and other larger, long-scheduled projects.

  • Bachelor’s Degree in Architecture, Construction, or Engineering.

  • 5+ years of experience working on construction, Electrical/mechanical projects.

  • Knowledge of pre-design and pre-construction, delivery systems, and components.

  • Experience in Start-up, Testing, and Commissioning.

  • Process-mechanical or MEP educational or work experience.

  • Highly motivated, with a demonstrated passion for excellence and taking initiative. Ability to communicate with project team staff or others.

Ideally, you’ll also have:

  • Experience using construction management software, especially Procore.

  • Water or wastewater project experience or knowledge.

  • Process-mechanical or MEP focused work experience.

  • Experience with review and interpretation of Contractor RFIs and Design Engineer responses.

  • Able to work well in a team and have effective teamwork skills.

  • Strong problem-solving skills and be able to deal with unexpected change.
