Naval Facilities Engineering Command UTILITIES SYSTEMS OPERATOR SUPERVISOR in San Clemente Naval Reserve Island, California

Responsibilities You will manage and supervise the operations and maintenance of the water system to ensure that the Public Work's Department reliably provides its customers with an adequate supply of safe potable water. You will monitor the operation and maintenance of boiler plant systems to ensure safety procedures are followed. You will provide technical oversight and direction and monitor performance standards and quality assurance within the lab. You will review maintenance records, operational reports, flow data, standards, and laboratory analyses to anticipate and avoid potential problems. You will act as the primary point of contact for all matters concerning the potable water distribution systems. You will plan the materials, equipment, and personnel required for continuous operation of water and wastewater treatment plants and auxiliaries. Requirements Conditions of Employment Qualifications Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Certifications are required for this position and Incumbent must possess the following certifications: 1) State of California D3 Water Distribution Operator (or must possess D2 and obtain D3 within 7 months of appointment); 2) State of California T3 Water Treatment Operator (or must possess T2 and obtain T3 within 7 months of appointment); and 3) State of California W1 Waste Water Treatment Operator. Note: Copy of Licenses must be attached to your recruitment documents to be considered for this position. This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: ABILITY TO LEAD OR SUPERVISE: 1) Performing maintenance on water treatment plant; 2) Determining work tasks; 3) Developing estimates for work to be performed; 4) Operating the water/sewer utility system commodities for the water treatment plant; and 5) Assisting in preparing necessary reports and purchase orders using word processing, spreadsheets, and file management systems. Education Additional Information SAN CLEMENTE ISLAND: This position is entitled to a remote site-offshore allowance up to $10.00 a day and may not to exceed $10.00 a day in addition to pay otherwise due to the employee. (See 5 U.S.C. 5942 and 5 C.F.R. 591 Subpart C) Applicants should be aware of the limited medical care in the island. There are no physicians. Navy Hospital Corpsmen are assigned to San Clemente Naval Reserve and are able to treat minor illness and injuries. They are also capable of providing initial stabilization of most medical emergencies. In the event of emergency, individuals will be evacuated by aircraft to the nearest hospital emergency room. Foul weather conditions may delay air evacuation for several hours or even several days. The incumbent should consider this information seriously, especially if you have potentially life threatening medical problems that may require the immediate attention of a physician. This is a remote, offshore island. Dependents are not allowed. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. A forty-hour work week is typical of this position. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. May be required to work overtime on an emergency basis. The employee may be recalled to duty. This position requires the employee to possess the applicable license(s) or authorization(s) to operate assigned equipment. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
