Air Education and Training Command Human Resources Specialist (Portability) in San Antonio, Texas

Summary This primary assigned location will be the JBSA Randolph NAF Human Resources Office but may be required to also work from other JBSA locations. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits. Responsibilities The primary purpose of this position is to serve as the subject matter expert on retention of retirement plan coverage and portability of benefits for the JBSA Civilian Personnel Services Flight. The incumbent will liaise with assigned HR staffer and gaining/losing organizations to ensure retirement and benefits are properly granted and coded within DCPDS. Counsels employees prior to transfer, appointment, or resignation of their entitlements under applicable portability guidance. Provides expert guidance to other HR offices, AFPC, and AFSVC as needed/requested. Through quality control audits, ensures integrity of DCPDS or subsequent HRIS. Tracks selectee through completion of the ascension action to determine correct codes have been entered. Conducts research and remains current on case law related to retention of prior retirement and portability of benefits. Provides training and advice to HR Specialists and employees. Collaborates with human resources professionals in other components and/or other bases. Works with AFPC and AFSVC to correct erroneously entered portability of benefits codes. Responsible for all retirement applications submitted by JBSA and AFSVC employees who have maintained prior retirement coverage through another component or FERS/CSRS. May fill in for the other Human Resources Specialists or the Human Resources Officer in times of absence. Duties may require travel to any JBSA location. Qualifying Experience: Applicant must have experience advising on and administering continuation of retirement plans and benefits through moves between NAF and APF positions within the Department of Defense. Must have progressively responsible experience in substantive NAF personnel management and administration. Must possess computer experience and have experience with automated NAF personnel systems. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of NAF personnel policies and procedures. 2. Knowledge and skills in interpreting and applying regulations, policies, practices, and procedures covering NAF personnel management programs. 3. Knowledge of the automated NAF personnel data systems. 4.
