Microsoft Corporation Construction Cost Manager - Sustainability in San Antonio, Texas

We are looking for a Central Construction Cost Manager - Sustainability to help achieve that mission.

Within CO+I, the Engineering, Procurement & Construction (EPC) team is responsible for supporting delivery of datacenter capacity for Microsoft’s cloud business. We have a portfolio of complex, multi-disciplinary, multi-million, multi-year datacenter construction and lease projects with specific safety, quality, schedule, and cost goals.

To help us accelerate our objectives, growth, and transformation, we are looking for a Construction Cost Manager - Sustainability to be positioned centrally within the team primarily to lead the cost management of the portfolio Sustainability efforts of the EPC design procurement and construction management teams.

The candidate will be a chartered Quantity Surveyor, Royal Institution of Chartered Surveyors (RICS) qualified, with demonstrated knowledge in construction costs, estimating and procurement, and comfortable in a construction team environment. Experience in leading cost teams in negotiations with general contractors is essential. The candidate should have contractual and procurement knowledge and have the ability to work in a fast paced environment with multiple stakeholders.

This role is located either in one or all hub locations - Atlanta, GA, Phoenix, AZ, Redmond, WA, San Antonio, TX, or Washington, DC.

Relocation support will be provided, and successful candidates must ​relocate or reside within 50 miles of the hub office location.

This role is eligible for hybrid or remote work, up to 100%.

Responsibilities

  • Work alongside the EPC portfolio design, construction and procurement team to provide portfolio level commercial advice primarily centered around the sustainability efforts that the team are driving.

  • Provide portfolio level commercial management on the sustainability works to ensure that the EPC team and the Microsoft leadership are kept fully informed of the costs and benefits of the Sustainability efforts that are being undertaken at a project, regional and portfolio level.

  • Provision of commercial support to the EPC team to drive these sustainability works into the projects.

Commercial management of the sustainability program overseeing the implementation of sustainability strategies during construction projects and at a portfolio level. This will also include:

  • Set up of the process, templates and deliverables; connected with collating managing, forecasting and reporting on the sustainability program, working very closely with the other EPC team members to ensure transparent management and reporting of the sustainability program can occur

  • Project & Portfolio Cost Management: Managing project costs, including budgeting, estimating, and cost control of all the sustainability strategies

  • Sustainable Practices: Managing the costs connected to the implementation of sustainable building practices, energy efficiency programs, and waste management.

  • Compliance: Ensuring commercial compliance with environmental requirements and standards of the sustainability specification & Commercial review of all disputes that may arise.

Commercial management of all other program aspects including:

  • Drafting construction cost estimates for all sustainability programs based on EPC team proposals

  • Presenting sustainability proposals to head office for purchase order approval.

  • Approving purchase order requests & invoices for all sustainability project vendors.

  • Final account agreement & closeout for all vendor accounts.

  • Manage the Quantity Surveyor (QS) firm contracted to provide commercial support for the function.

  • Assist in the procurement of QS firm.

  • Manage the resources allocated to the projects to ensure that they are appropriate in number and quality.

  • Regular Monthly Business Updates (MBUs) with the cost management firms.

  • Cost Reporting: Work with the QS, General Contractor (GC) and project controls to ensure that the full suite of cost reports are available for review by Redmond on a monthly basis.

  • Provide the PER (funding) team all commercial support necessary to ascertain the required timing of the funding intervals and all commercial information needed to back up these funding requests to management. This will normally involve the production of multiple option cost scenarios.

  • Design Team commercial support: From project kick-off through to final design provide commercial support on business cases, value engineering studies and change control as the design evolves though to final decision.

  • Site selection support: Work with our site selection team in the region to provide constructability reports and site specific comparative estimates on candidate sites. Also provide all funding and Purchase Order (PO) support necessary for this team to perform in the region.

  • Commercial Process control: Review the current commercial processes in the region and develop these into a commercial playbook. On agreement of this playbook the candidate shall be responsible for the consistent implementation of same.

Qualifications

Required Qualifications:

  • Bachelor’s degree in Construction Commercial Management, Quantity Surveying or related field AND 10+ years of experience managing the estimating or commercials on a major construction portfolio

  • OR equivalent experience.

  • Proven experience of the commercial management role in the procurement of General Contractors and other construction vendors

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or Preferred Qualifications:

  • Royal Institution of Chartered Surveyors (RICS) full membership or equivalent

  • Commercial knowledge of construction internationally

  • 5+ years of experience working on construction contracts used internationally

  • Experience communicating and collaborating with all other areas of the datacenter program with an ability to think strategically and build the trust of our construction partners needed to agree very large construction contracts and final accounts

Construction Project Management IC5 - The typical base pay range for this role across the U.S. is USD $115,000 - $200,300 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $146,200 - $219,200 per year.
