As a member of the Transformation, Quality, and Learning team, our Assistant Director Health Services Technology is responsible for providing strategic leadership and technical expertise to develop and implement technology solutions that drive business outcomes and improve the performance of Health Services Operations. This role will lead cross-functional teams to design, develop, and deliver technology solutions that meet business needs, and will collaborate with stakeholders to ensure that technology solutions are aligned with business strategy and priorities. What You Bring to Cambia:

Qualifications:

  • Bachelor's degree in business management, healthcare administration, technology or related field
  • 15 years' experience in technical and business operations including 10 years of management experience or an equivalent combination of education and experience.
  • 5 years managing technical services within the health plan clinical and claims platforms

Skills and Attributes:

  • Health Insurance Industry Expertise: Successful experience managing the delivery of clinical health plan technology services with high volume processing in customer-focused operations, including care management, pre-authorization, concurrent stay review, appeals, and downstream impact on claims.
  • Business Consulting: Proven ability to collaborate with business and vendor partners to conceptualize solutions, define scope, deliverables, and implementation plans, and drive business outcomes through effective consulting skills.
  • Clinical Health Plan Technology Management: Successful experience managing the delivery of clinical health plan technology services with high volume processing in clinical and customer-focused operations, including care management, medical policy automation, pre-authorization, concurrent stay review, appeals, and downstream impact on claims and customer service.
  • Change Leadership: Proven experience leading large-scale change initiatives, including planning and executing organizational, people, process, and technology changes that drive business transformation.
  • Collaborative Leadership: Proven ability to spearhead cross-functional initiatives, unite diverse teams, communicate effectively, and drive collective success across various locations, business lines, and departments.
  • Data-Driven Decision Making: Proven ability to make sound data-driven decisions leveraging data reporting, analytics, and operational metrics, and to create effective business cases with associated return on investment and total cost of ownership.
  • Supplier Management: Capability to manage internal and external suppliers, ensuring they deliver value and meet agreed-upon commitments, using tools such as SWOT an alysis, Service Level Agreements, Key Performance Indicators, and improvement plans.
  • Process Automation: Proven ability to identify, evaluate, and implement tools and technologies that improve process automation, drivin efficiency and effectiveness in business operations.
  • Leadership and Team Management: Demonstrated ability to lead high-performing teams, manage managers, and direct vendors, with a proven track record of achieving project objectives and driving business outcomes.

What You Will Do at Cambia:

  • Collaborates with business leaders and stakeholders to understand and address key issues, providing technical expertise and guidance to inform business decisions, and ensures accountability for systems and technology services that improve performance of Health Services Operations.
  • Researches and analyzes technical trends, industry developments, and emerging technologies to provide business leaders with opportunities and recommendations to increase automation and value delivery, and monitors and reports on results tied to specific key performance indicators within operations.
  • Develops and implements a clinical technology roadmap, aligning clinical and business strategies, mandates (e.g., interoperability), and developing technologies (e.g., AI) to achieve highest overall value, and ensures that technology solutions meet business needs and drive value.
  • Implements and maintains industry-recommended technology oversight principles and change control, ensuring that technology solutions are secure, reliable, and meet business needs, and implements and maintains security, privacy, and quality protocols and processes.
  • Develops and maintains processes for requesting, sizing, assessing cost and feasibility of system and technical requests to support data-driven leadership investment decisions, and manages and allocates financial targets and department budget.
  • Facilitates governance structure and processes to enable prioritization and sequencing of internal and external technical resources across a shared project roadmap to achieve highest overall value, and establishes and manages team goals and performance objectives that align with the goals of the business.
  • Leads and manages teams of clinical business analysts, technical analysts, and technical project management who proactively engage operations business partners to offer technical and system improvements that align with industry best practices and drive business value.
  • Collaborates with internal teams, including IT, Procurement, and Finance, to ensure business needs are met, providing technical expertise and guidance to inform business decisions, and communicates effectively with stakeholders, including business leaders, technical teams, and operations business partners.
  • Understands and analyzes how data is used within business processes and its impact on desired business process outcomes and reporting, providing technical expertise and guidance to inform business decisions, and ensures that consumer-centric thinking is at the forefront of all technical services and solutions.
  • Provides oversight and support for the definition, resourcing, configuring, scheduling, and delivery of system and technology initiatives within Health Services, and takes corrective action as needed to ensure that technology solutions meet business needs and drive value.

The expected hiring range for an Assistant Director Health Services Technology is $147,100 - $199,000 depending on skills, experience, education, and training; relevant licensure / certifications; and performance history. The bonus target for this pos ition is 20%. The current full salary range for this role is $138,000 - $225,000.
