JOB SUMMARY
Manages the Economic Development division’s activity in Salt Lake County’s economic opportunity ecosystem. Sets the strategic direction for programs that facilitate job training, employment opportunities, and the general economic welfare for underserved communities.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in Business Administration, Education, Finance, Economics, Public Policy, or other closely related field, plus four (4) years of related experience, OR an equivalent combination of related education and experience.
ESSENTIAL FUNCTIONS

Manages the strategic direction of the County’s economic opportunity programs, adjusting the programs necessary to achieve maximum impact.
Manages the day-to-day operations of the County’s economic opportunity programs, making sure that the program flows smoothly.
Seeks opportunities to expand programs financially and programmatically.
Research and engage with national best practice workforce development programs to seek potential improvements for the County’s economic opportunity programs.
Manages strategic relationships with major non-Contractor organizations such as Utah Department of Workforce Services, the Governor’s Office of Economic Opportunity, and others.
Implements program improvements based on feedback from participants that makes the program administration easier and improves user experience.
Maintains an awareness of available wraparound services, along with an awareness of gaps in services, for educating and training participants in Salt Lake County and works with Contractors to ensure maximum access and utilization for those services and to build a strategy to address gaps identified.
Maintains an awareness of labor market trends in Salt Lake County, sharing that information with stakeholder, and adjusting programs as necessary to achieve maximum impact.
Engages with community to continuously maintain a focus on the end-user of the programs and how we connect those lower-income communities with high-quality jobs, job training, and educational opportunities.
May supervise staff which includes hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.

Best practices in workforce development with a focus on connecting lower-income communities with high-quality jobs
Issues faced by lower-income communities that might make it difficult to change jobs or complete workforce development training that connects to a higher-paying job
Workforce development stakeholders in Salt Lake County
Utilization of wraparound services, such as childcare, transportation, and housing support, to increase success in workforce development programs
Research and data collection methods
Program evaluation strategies and techniques
Community outreach methods and techniques
Project implementation and monitoring
Effective negotiation techniques and strategies
Skills and Abilities to:
Communicate effectively both verbally and in writing, and deliver public speeches, presentations, and trainings
Perform budget planning and preparation
Interpret program performance to adjust goals and strategy as necessary to maximize program impact
Interact effectively with various persons and groups
Perform a variety of tasks at one time and work independently
Supervises the collection, analysis, and interpretation of data
Ability to promote and advocate policy, goals and initiatives
Negotiate complex issues having broad policy implications with a variety of stakeholders

This is a Time-Limited Appointment, meaning the employee is appointed to perform work that does not exceed three year’s duration OR until funding is exhausted.
