JOB SUMMARY

Responsible for supporting the County's Transportation program. Collaborate with Director of Regional Planning & Transportation to accomplish goals and objectives within appropriate time frame. Works to understand transportation goals and needs of local jurisdictions and regional partners (WFRC, UDOT, and UTA).

MINIMUM QUALIFICATIONS

A bachelor’s degree in urban planning, public administration, or related field plus two (2) years of related experience in land use planning, regional transportation planning, public transit planning, administration or operations OR equivalent combination of related education and experience. AICP certification preferred.A valid Driver’s License issued by the State of Utah may be required to operate a vehicle.

ESSENTIAL FUNCTIONS

• Assist the Director of Regional Planning & Transportation in the process of distributing available funding for multi-modal transportation projects.• Work with Contracts Manager to facilitate the drafting of relevant contract types for approval by the County Council and Mayor’s signature that also provides for distribution of funds on post-performance reimbursement basis after documentation verification on an ongoing basis.• In coordination with Contracts Manager, monitor and audit annually, the use of transportation funding allocated to jurisdictions from various sources to determine project performance and progress.• Administer the Salt Lake County Corridor Preservation Fund. Monitor amount of vehicle registration fees received monthly from the Utah State Tax Commission. Initiate Requests for Applications to city engineers and right-of-way agents at appropriate intervals. Review and score applications for review by Council of Governments (COG) Public Works Committee. Prepare meeting notification, agenda and facilitate meeting with COG Public Works Committee and applicant presenters. Facilitate the drafting of Interlocal Cooperation Agreements for approval by the County Council and Mayor’s signature that also provides for distribution of funds on a post-performance reimbursement basis after documentation verification on an ongoing basis.

• Actively participate and represent Salt Lake County on regional transportation related matters with Wasatch Front Regional Council (including the Regional Growth Committee, Technical Advisory Committee, Transportation Coordinating Committee, and other relevant committees as assigned), the Utah Department of Transportation project-based committees as assigned, and Utah Transit Authority project-based committees as assigned.• Act as a deputy project administrator on County initiated transportation efforts including the coordination and completion of projects on time within budget and scope. Responsibilities include collaboratively drafting procurement documents including a Request for Qualifications/proposal that provides the definition of project scope, goals, and deliverables. Support the negotiation of contracts and guide selected consultant team through the implementation of the project by tracking project deliverables using appropriate tools. Monitor and report on progress to all stakeholders.• Collaboratively and cooperatively work with Wasatch Front Regional Council Land Use Connection Program, Salt Lake County Engineering, the Greater Salt Lake Municipal Service District (GSLMSD), and Parks & Recreation on roadway and active transportation projects for necessary consultation and collaboration.• Host and facilitate the monthly Transportation Funding Workgroup with local jurisdictions and regional planning and funding organizations to collaborate and coordinate access to funding opportunities.• Administer various transportation funding opportunities as allocated by the Legislature for transportation purposes. In collaboration with Director of Regional Planning & Transportation, develop application and evaluation criteria for prioritization purposes for the distribution of funds.

KNOWLEDGE, SKILLS AND ABILITIES (KSA) Knowledge of:

• Knowledge of principles of transportation and land use planning theory including integration/connectivity• Methods, practices, and procedures involved in understanding the political context of local government, regional transportation planning, and multi-modal transportation planning and policy development• Public participation / involvement / outreach / decision making in the transportation arena• Project Management – planning, organizing, and managing the effort• Local, regional, State and Federal agencies and organizations having transportation planning and funding responsibilities. For example, Metropolitan Planning Organizations (WFRC/MAG); FHWA, Utah State Legislature, UDOT, UTA, USDOT, FTA.• Professional ethicsSkills and Abilities to:• Apply general transportation and land use planning principles to specific conditions; critical thinking skills• Excellent organizational, as well as oral and written communication (technical writing and writing for the public) skillsPage 3 of 3• Ability to work independently with general supervision• Strong analytical and quantitative skills required, including proficiency in MS Office Suite (Word, Excel, PowerPoint, and ArcGIS)• Ability to collect, compile, and analyze material/data and present it to a variety of different audiences, in a variety of formats• Organize and track multiple assignment(s), meeting all required deadlines; ability to manage assigned projects from concept to completion.• Capability of staffing a variety of meetings including coordination of jurisdictional representatives, preparation of agendas, and summarizing of meeting content.• Ability to conduct research necessary to directly support responsibilities for regional transportation studies and/or projects• Perform effectively in highly stressful situations; possess strong problem resolution and mediation skills• Read and interpret written laws, policies, regulations, and procedures• Conduct project field visits• Relate to individuals from diverse social and economic backgrounds

This is a time-limited position without tenure and is exempt from the career service system.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work is performed in a typical office setting, with occasional field work required. Periodic attendance at evening or weekend meetings is also required.

Ability and availability to work irregular or extended hours including nights and weekends as needed and necessary.
