Job Description

We are looking for a Project Manager to manage and oversee IT projects. This position will be a full-time contract and remote .

What You’ll Do

  • Establish and implement project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high-quality standards, and meet customer expectations

  • Perform systems analysis and design needed for the planning, development, and implementation of IT systems

  • Develop design and functional specifications to provide the best solution for new application development and ongoing maintenance of existing applications

  • Recruit project staff and consultants consistent with the demands and complexity of the project(s)

  • Set standards and best practices for the Applications Development team

  • Coordinate communication with all areas of the enterprise that impacts the scope, budget, risk, and resources of the work effort being managed

  • Assist Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of Commerce

  • Assemble project plans and teamwork assignments, and manage the details within the project, including:

  • Developing and maintaining a detailed project plan

  • Managing project deliverables in line with the project plan

  • Recording and managing project issues and escalating where necessary

  • Resolving cross-functional issues at the project level

  • Managing project scope and change control and escalating issues where necessary

  • Monitoring project progress and performance

  • Providing status reports to the project sponsor

  • Managing project training within the defined budget

  • Liaising with, and updating progress to, project board/senior management

  • Managing project evaluation and dissemination activities

  • Managing consultancy input within the defined budget

  • Seeking final approval of the design specification

  • Working closely with users to ensure the project meets business needs

  • Defining and managing the User Acceptance Testing programs

  • Identifying user training needs and devising and managing user training programs

  • Providing regular status reports to the management

What You'll Need

Required:

  • Bachelor’s degree in computer science, information systems, business administration, or other related field/equivalent work experience

  • Project Management Professional certification

  • 7+ years of project management experience or working with a Project Management Office

  • 4+ years of experience managing projects in accordance with the Project Management Institute standards

  • 7+ years of working experience with IT

  • 3+ years of IT strategy and planning experience

  • 3+ years of experience managing application development projects

  • Ability to communicate effectively (verbally and in writing) with technical and user staff

  • Experience using Team Foundation Server

  • Experience using the Scrum framework to manage at least one project

  • Experience facilitating requirements gathering and Joint Application Design sessions

  • Experience managing documentation in Microsoft SharePoint

  • Experience with the Information Systems Development Methodologies

  • Experience with state government projects

Physical Demands

  • Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards

  • Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.

  • Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor
