POSITION PURPOSE:

This role focuses on accounting compliance to applicable Government Contracting/Government Accounting regulations and systems with emphasis in the accounting/finance organization. The position reviews, manages, and ensures compliance to the FAR, especially Part 31, as well as Business Systems (processes, policies, and tools). They are a trusted member of the Finance and Accounting team, driving compliant solutions to reduce risk.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serves as the Accounting subject matter expert on GOVCON regulations (e.g., FAR, DFARS, DEAR, CAS)

  • Maintains and fosters relationships with DCMA, DCAA, EMCBC and related internal personnel.

  • Assists in responding to requests for data from DCAA, DCMA and EMCBC.

  • Ensures company-wide compliance with DFARS 252.242-7005 Contractor Business Systems. Supports preparation for DCMA Contractor Purchasing System Reviews (CPSR) and all other DCMA/DCAA Contractor Business System audit/review activities.

  • Develops and updates communication plans to ensure team members understand NWG's specific strategies and their link to GOVCON compliance.

  • Maintains knowledge of and examines regulatory/compliance issues to prevent, avoid, and minimize related losses to the Company. This includes consultation with the management team on corrective actions and/or mitigation strategies.

  • Works with Functional Managers to create and monitor business processes that comply with the regulated Business System criteria to promote growth, reduce financial risk, and improve profit.

  • Directly supports Functional Directors and PMs with all government agency audits.

  • Acts as a leader within the organization, providing feedback and coaching to others.

  • Develops and delivers training materials to ensure understanding at all levels of the organization.

  • Provides visible leadership for safety, ethics, quality, and compliance.

  • Conducts internal compliance reviews. Develops/maintains metrics concerning compliance issues.

  • Reviews procurement activities, contract administration, cost accounting practices, and other relevant areas to identify potential compliance issues and recommends policy and procedure updates or process improvements to ensure compliance.

  • Develops checklists and documentation to address file organization and ensure that correct documentation is maintained and received from/delivered to subcontractors.

  • Serve as a resource for clarification or guidance.

Authorities

  • Authority is exercised in advisory role integrated with CFO and Company Presidents.

Accountabilities

  • Develops and fosters a trusting partnering approach with NWG team based on integrity and respect.

  • Accountable to CFO for compliance excellence, adherence to policies and procedures, and effective communication/training of the same.

  • Assists in mitigation of overall financial portfolio risk.

  • Maximizes Shareholders' return on investments by helping to ensure accounting compliance.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's Degree in Accounting, Finance, or Business Administration.

  • Preferred ten (10) years relevant Finance/ Accounting experience to include U.S. government compliance experience with FAR, DFARS, DEAR, CAS and/or GAAP.

  • Three (3) or more years of management experience.

Skills and Abilities:

  • Strong leadership, sound decision-making and strong organizational skills.

  • Excellent oral and written communication skills.

  • Knowledge of automated financial systems and excel.

  • Knowledge of Advanced Accounting Principles

  • Ability to provide expert advice to executive leaders, Functional Directors and PMs.

Special Requirements:

  • Must pass pre-employment background check.

  • Must pass pre-employment drug testing.

  • Must have a valid driver license.

  • Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card.

  • Ability to travel up to 10%.

PREFERRED QUALIFICATIONS:

  • MBA or Master's Degree in Accounting, Finance, or Business Administration.

  • Ten (10) or more years relevant Finance experience.

  • CPA

  • DCAA experience.

PHYSICAL DEMANDS:

This position is a sedentary role. While performing the duties of this job, the employee will be sitting for long periods of time, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle, feel, type and reach with hands and arms. The employee may occasionally lift and/or move up to 15 pounds. May require travel up to 10% to various locations.
