Summary THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION UNIT: MNARNG ELEMENT - JFHQ LOCATION: ST PAUL, RAMSEY MN SELECTING OFFICIAL: CW5 BRETT SETTERLUND 651-281-3469 ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED Responsibilities Major Duties: This is not an all-inclusive list A SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, GS-0018-9/11, 1. Serves as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Coordinates with senior safety personnel and provides quality actions and plans for the sustainment of State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Implements plans, methods, and assess risks to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservation of ARNG personnel, equipment, facilities, and resources. The SOH Specialist executes a complex SO&EH program for a broad occupational field involving a wide variety of changing, high risk operations, environmental conditions, and hazardous materials. Reviews and updates the State SOH Plan to include all applicable Army SOH functional areas. Reviews and updates State safety policy and Standard Operating Procedures for SOH programs. Functional program responsibilities include, but are not limited to, the following areas: Monitors and evaluates installation SOH functional Safety Programs for effective implementation, to include; Workplace Operations, Workplace safety, Hazard communication programs, Industrial operations (lockout/tagout, confined space, fall protection), Emergency planning and response, Safety Training and Education of SOH programs consisting of training needs assessments of subordinate organizations mission and operational needs. Receives direction and guidance from the supervisor or safety and occupational health manager for continuing or individual assignments, limitations, quality, and quantity expected, deadlines, and priority of work conditions involving a substantial number and diversity of hazards; or a wide variety of independent and continuing assignments in a specialized area of safety and occupational health that have exacting technical requirements. Sustains knowledge of a wide range of safety and occupational health concepts, principles, practices, laws, and regulations applicable to the performance of complex administrative safety and occupational health programs. Responsibilities require the skill sufficient to plan, organize, coordinate, and evaluate a fully developed safety and occupational health program. (25%) 2. Performs inspections of daily operations and workplaces. Conducts or participates in. Identifies high risk hazardous operations and procedures and ensures mitigation countermeasures are effective. Performs inspections, assessments, and surveys of daily safety and occupational health operations and workplaces requiring a degree of physical exertion and considerable standing, walking, climbing, bending, crouching, stretching, lifting of moderately heavy objects, reaching or similar movements. Conducts safety and occupational health surveys of offices, storage areas, and industrial areas to determine compliance with applicable occupational safety standards. The use of Personal Protective Equipment and clothing may be needed to conduct surveys involving recurrent exposure to hazards and discomforts, moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures. (25%) 3. Conducts safety education. Prepares and distributes safety promotional and informative materials to maintain safety awareness. Prepares and conducts briefings, meetings, training classes and associated functions. Determines safety education requirements for individuals or groups. Develops training plans to ensure worker qualification and competency. Prepares and conducts general and specialized training course for supervisors, collateral duty representatives, labor union representatives, safety committees and employees on safety related matters. 4. Performs or participates in mishap investigations involving Army personnel, equipment, property or operations. Utilizes the Army Safety Information Management System (ASMIS) to upload mishap reports. Interviews witnesses and supervisors to gather factual data. Identifies elements and analyze findings and prepares reports including recommendations to reduce, eliminate or control the hazards and minimize the potential recurrence. (15%) 5. Reviews purchase, service and construction contracts. Reviews drawings and specifications for new construction and building alterations to determine the degree of compliance with standards and regulatory criteria. Recommends procedures to control or eliminate hazardous operations or conditions. Performs other duties as assigned. Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws IAW regulations to reduce potential compromise Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. MILITARY COMPATIBILITY: Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility. The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard. Qualifications In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MILITARY GRADES: E4-E7/Warrant W1-3 Failure to obtain a compatible MOS may result in termination of employment. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Performed, as a team member, specified survey work to identify and evaluate hazardous and nonhazardous work and conditions. Applied conventional survey techniques to complete relatively uncomplicated evaluations. Made recommendations concerning corrective procedures where the potential for injury or property damage exists or current procedures do not achieve the desired results or modify/cancel the corrective procedures are no longer appropriate for situations encountered. GS-09 - 1 year equivalent to at least next lower grade level experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. GS-11 - 1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures. Highly qualified candidates will possess training and experience to meet Army PCSOH, PCES credentials (or equivalent). Education EDUCATION: if qualifying based on education, a Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5 You must provide transcripts or other documentation to support your Educational claims.
