SUMMARY:

  • Under general supervision, operates heavy equipment in the operation and maintenance of the Citys landfill.

DISTINGUISHING CHARACTERISITICS:

  • This is an entry level position within the landfill division of Public Works and is distinguished from the next level position by the absence of the ability to serve as a lead worker in the training and reviewing of work of others. This position reports to the Landfill Supervisor.

  • Operates heavy equipment such as scrapers, crawler tractors with a dozer blade, landfill blade or bucket attachment, compactors, roll-off refuse trucks, loaders, motor graders and pneumatic tire scrapers.
  • Conducts pre-operation inspections of equipment, including checking and maintaining all fluid levels and identifying equipment problems and report problems for repairs.
  • Performs preventative maintenance on equipment including oil and various filter changes, lubrication, checking wear prone parts and components and cleaning of equipment and vehicles.
  • Compiles daily equipment reports, provides and monitors all records of solid waste entering the landfill for industrial and commercial customers.
  • Assists in collecting use fees, preparing invoices for charge customers and estimating the volume of refuse deposited on site for weekly landfill operations reports.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Experience, Certifications and Licenses:

  • High School diploma or equivalent GED certificate, or equivalent experience.
  • Two (2) years work experience in general construction, heavy equipment operation or landfill\ worker any combination of training and work experience that provides the required knowledge\ and skills.
  • Valid State of Arizona Drivers license with the ability to obtain a Class B license with Tanker\ endorsement within twelve (12) months of hire (Class A preferred but not required). Testing for\ commercial learners permit and/or endorsement tests must be completed with Motor Vehicle\ Division within six (6) months of hire. (Required to maintain employment).
  • Ability to obtain Municipal Solid Waste (MSW) Management Facility Waste Screening certification\ (Inspector within six (6) months of being hired into position. (Required to maintain employment).

Substance Abuse Testing:

  • This position is considered a safety sensitive position and is subject to new hire and random drug\ and alcohol testing as outlined in the Alcohol & Substance Abuse policy listed in the Human\ Resources Personnel Manual.

Required Knowledge and Skills:

  • Knowledge of laws and regulations pertaining to the collection and disposal of solid waste.
  • Knowledge of operation and routine maintenance of diesel and gas-powered heavy equipment and other equipment used in solid waste disposal operations.
  • Knowledge f basic computer operations.
  • Knowledge of safe work practices.
  • Skill in reading and complying with complex laws and regulations.
  • Skill in operating bulldozers and other heavy equipment.
  • Skill in reading and following surveyor grade stakes.
  • Skill in following and effectively communicating verbal and written instructions.
  • Skill in directing youth workers or inmates.
  • Skill establishing and maintaining effective working relationships with other staff, supervisor, and the general public.
