Responsibilities Provide and coordinate a variety of administrative support services essential to the direction and efficient operation of the Branch of Cadastral Survey. Performs key work in several vital functional areas of services such as human resources management, budget, management analysis (personnel statistics), information management, official documentation, and reports management. Monitors the branch’s credit card programs for TDY travel and procurement and monitors the fleet management of assigned vehicles. Participates with management to address issues, resolve problems, and provide recommendations for correcting or improving the organization’s overall efficient management. Assist in the creation and management of the branch’s Inter/Intra-Agency Agreements. Provides information and acts on administrative matters in conformity with established policies, procedures, and guidance. Compiles, reviews, analyzes, and develops databases, spreadsheets, and presentations to organize and monitor effectiveness of current practices and to ensure consistency in their application. You must possess one (1) full year of specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity as indicated by the following examples: To qualify for the GS-07 you must have at least one year of specialized experience equivalent to the GS-05. Examples of specialized experience may include: Retrieving and gathering data and compiling data into reports. Communicating with internal groups to resolve issues. Basic knowledge of administrative support functions, human resources procedures and transactions, and/or basic budgetary and financial management principles and techniques as they relate to planning of programs and objectives. Preparing draft reports and other substantive guidelines and materials. OR 1 full year of successfully completed graduate level education. OR A combination of successfully completed graduate level education and specialized experience. OR Superior Academic Achievement (S.A.A.) Superior Academic Achievement may be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. Applicants may qualify for the GS-7 based on Superior Academic Achievement in one of three ways: grade point average, class standing, or membership in a national scholastic honor society. (See OPM's General Policies, Application of Qualification Standards Section 4.f.) -GPA: GPA of 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2years of the curriculum; or 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. -Class Standing: Applicants may qualify if they have graduated and were ranked in the top third of the graduating class. -Honor Society Membership: Membership in a nationally recognized scholastic honor society. To qualify for the GS-09 you must have at least one year of specialized experience equivalent to the GS-07.Examples of specialized experience may include: Analyzing, evaluating, and/or improving the efficiency of internal administrative operations, organizations, or management. Conducting studies of programs, functions and work processes that are common to organizations, such as delegations of authority, routing of correspondence, work procedures, workload data, storage of files and records, etc., Advising management on the organization, methods, and procedures pertaining to records management, communications, directives, forms, files, and documentation. Recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. OR A Masters degree or 2 full years of successfully completed progressively higher level graduate education leading to such a degree, or related LL.B or J.D. OR A combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. To qualify for the GS-11 you must have at least one year of specialized experience equivalent to the GS-09.Examples of specialized experience may include: Knowledge and skill in applying analytical and evaluative methods and techniques to projects and studies concerning the efficiency and effectiveness of program operations and substantive administrative support functions (such as budget, procurement, or personnel). Conducting studies of programs, functions, work processes, staffing levels, methods and procedures and other related criteria in order to clarify, appraise, refine or improve program operations and/or management practices at an operating level, and advises management on a variety of opportunities and options to increase organizational effectiveness. Identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. OR A Ph.D. or full years of successfully completed progressively higher level graduate education leading to such a degree, or related LL.M. OR A combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
