Job Description:

The Deputy Project Manager (PM) will deliver the support for the management and operations of its U.S. Department of State (DOS), Bureau of Population, Refugees, and Migration (PRM) Refugee Processing Center (RPC) Operations. The scope of responsibility includes components of overseas and domestic refugee case processing, Information Technology (IT) infrastructure and network support, the maintenance and enhancement of PRM’s refugee case processing software and data analytics capabilities, and cybersecurity compliance according to DOS policy and guidelines. The successful candidate will oversee and manage all aspects of the Government Contract under the direction of the GDIT Project Manager and will serve as the business operations liaison between GDIT staff and Federal Leadership. The DPM will also have responsibility for program execution, staff development, contract management, and financial management.

HOW A DPM WILL MAKE AN IMPACT:

  • Position GDIT as trusted advisor with Federal Government Clients. Lead teams to meet and exceed SLAs and KPIs while mitigating risks, controlling costs and managing to schedules.

  • Supports the PM in executing of PRM RPC Operations project.

  • Maintains a strategic enterprise partner relationship with the RPC Director.

  • Apprises the RPC Director of all significant issues in a timely manner.

  • Oversees development of Project Schedules.

  • Helps the PM implement strategic guidance, vision, and direction to the project team.

  • Ensures program integration across task areas, RPC groups, and functional/technical teams.

  • Assists the PM in the use innovative processes to plan, organize, and control PRM RPC Operations activities, manage risks and to monitor performance.

  • Ensures all PRM RPC Operations task areas meet cost, schedule, quality, and performance requirements.

  • Analyzes significant deviations from plan, takes corrective actions, and forecasts any impact on PRM RPC Operations contract deliverables.

  • Drives effective teamwork, communication, collaboration and commitment across multiple disparate groups with competing priorities

  • Oversees adherence to PRM RPC Operations standard processes.

  • Assists the PM in staffing, including staff need forecasting.

  • Assists the PM in evaluating staff performance, career growth, and appraisal process.

  • Serves as the Deputy Chair of the RPC IRB process.

  • Manage and oversee subcontractors, as well as full time employees.

  • Participate in the negotiation of contract and contract changes. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.

  • Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

  • Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders.

WHAT YOU’LL NEED TO SUCCEED:

Required:

  • MBA or MS/MA degree in Management, Administration, Information Technology, Computer Science, Cyber Security or related Technical Discipline.

  • PMP preferred

  • Minimum of twelve (12) years of professional experience supporting complex IT projects, and a minimum of three (3) years supervisory experience managing large diverse project teams

  • Solid technical background, with understanding or hands-on experience in systems design, cyber security, software development and web technologies

  • Excellent client facing and internal communications skills

  • Solid organizational skills including attention to details and multi-tasking skills

  • Experience supporting the United States Refugee Assistance Program (USRAP) that provides protection, eases suffering, and resolves the plight of persecuted and forcibly displaced people around the world. This includes refugees, migrants, stateless individuals, Internally Displaced Persons (IDP), and more. Experience supporting the coordination of humanitarian policy and diplomacy, providing life-sustaining assistance, working with multilateral organizations to build global partnerships, and promoting best practices in humanitarian response.

Desired:

  • Recent experience (within the last 5 years) coordinating an organization’s shift toward implementing and executing modern IT delivery methodologies (e.g., DevSecOps, Agile, AIOps).

  • Experience providing oversight of Projects and Engineering Teams.

  • Experience in delivering and maturing ITSM and other functions using ServiceNow.

Clearance:

  • Must be able to obtain and maintain a Secret clearance. A Secret clearance is preferred.

The likely salary range for this position is $140,899 - $235,310. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
