THE POSITION

Full time exempt position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid Police and Fire PERS retirement after required waiting periods.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

  • DDA1: $79,456.00 - $104,956.80 DOQ

  • DDA2: $91,936.00 - $121,326.40 DOQ

  • DDA3: $108,368.00 - $143,124.80 DOQ

This position will serve in an at-will, exempt position under an elected official and is represented by AFSCME Local 3742-4.

Recent graduates that have taken the Oregon State Bar exam are encouraged to apply.

Job Summary:

This position reviews criminal cases, determines all investigation is complete, reviews and selects appropriate witnesses, interviews witnesses, interviews victims, conducts legal research.

Essential Functions:

This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

  • Review incoming police reports & determine if a crime occurred and prosecution is appropriate, draft legal documents, file formal charges.

  • Participate in all court hearings and all pre-trial motions; prepare and present cases for adjudication and/or trial.

  • Advise law enforcement officials regarding procedural questions; participate in case investigation and evidence evaluation.

  • Advise & consult with other staff, law enforcement and medical staff on criminal matters, court policies and procedures, options in prosecution and disposition.

  • Attend educational conferences, seminars & meetings.

Marginal Functions:

  • May be required to represent the State in juvenile delinquency matters in judicial or administrative hearings.

  • May require traveling to multiple Justice Courts within Douglas County

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS: Applicant must meet the following qualifications

  • Deputy District Attorney 1:Doctor of Jurisprudence Degree.

  • Deputy District Attorney 2:Doctor of Jurisprudence Degree and 2 - 4 years progressively responsible work experience as an attorney.

  • Deputy District Attorney 3:Doctor of Jurisprudence Degree and 4 - 6 years progressively responsible work experience as an attorney.

  • Oregon Bar Association Member

Knowledge of:Thorough knowledge of legal principles, procedures, terminology, forms and legal analysis; thorough knowledge of substantive and procedural criminal (statutory and constitutional), civil including civil forfeiture laws, child support laws, tax and bankruptcy laws, administrative regulations and case law; thorough knowledge of administrative hearings, courtroom and trial procedures including state, federal, trial and appellate courts and Oregon rules of evidence; considerable knowledge of investigative techniques, scientific laboratory analysis techniques and procedures for case preparation.Skill in: Forceful courtroom case presentation; analyzing facts, evidence, cases, statutes, and precedents to arrive at logical conclusions; proper technique in handling exhibits and documents; writing clear and concise reports, records, legal documents and statistical data.Ability to:Communicate effectively and persuasively in oral and written forms; manage legal cases including preparing and presenting cases for trial in court; analyze and evaluate statements of witnesses, victims and obtain evidence; analyze financial data as it pertains to child support enforcement; effectively negotiate cases with defense attorneys ; supervise and provide advice and guidance to attorney and support staff; make decisions independently in accordance with established policy and procedures, establish or monitor new policy, and use initiative and judgment in completing tasks and responsibility; work independently, use judgment during stressful situations and use time efficiently; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, clients, victims, witnesses, media, professionals, state agencies, law enforcement officials, attorneys, courts and the public.

Required:

  • Valid Oregon driver's license

  • Regular and consistent attendance

    Position requires driving. Finalist will be required to provide a driving history that meets the Douglas County Driver Policy (http://www.co.douglas.or.us/hr/risk/safety/driving.asp) as part of contingent offer of employment.

SCREENING & EVALUATION

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

Drug Screen: Employment is contingent upon a pre-employment drug screen conducted at County expense. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy.
