Indian Health Service Contract Officer Representative in Rosebud, South Dakota
Summary The position serves as Contract Support Specialist and focal point for the effective use of task order services and automated data processing contract implementation for the Rosebud Hospital. Supports the Hospital's contract administrative elements as necessary and serves as Contracting Officer Representative (COR) providing oversight and functional responsibility on contracts. Responsibilities Monitors all phases of assigned contracts from inception to completion. Prepares Performance Work Statements, Statements of Work and associated contract documents and ensures that contract packages are complete with all documentation as in accordance with governing regulations. Coordinates the provisions of various service and requirement contracts and verifies invoices for payment of funds to the vendors. Performs a variety of activities relating to the preparation and coordination of documentation and provides other special program support related activities. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. MINIMUM QUALIFICATIONS: GS-9: One (1) year of specialized experience equivalent to at least the GS-7 grade level AND/OR master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related GS-11: One (1) year of specialized experience equivalent to at least the GS-9 grade level AND/OR Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: SPECIALIZED EXPERIENCE: GS-9: Supports Division contract administrative elements as necessary and serves as Contracting Officers Representative (COR) providing oversight and functional responsibility on division contracts. Provides guidance in developing performance work statements (PWS), statements of objectives (SOO), statements of work (SOW) and independent government cost estimates (IGCEs). Supports the technical staff in strategic business planning, programmatic schedule tracking and coordination. Provides, monitors, coordinates wide variety of administrative functions. GS-11: Knowledge is applied in contract maintenance activities for analyzing findings and deficiencies and making recommendations for improvement. Provides guidance in developing performance work statements (PWS), statements of objectives (SOO), statements of work (SOW) and independent government cost estimates (IGCEs). Monitors type of service required, payment schedules to assure requirements are clear and concise. Assists technical and managerial personnel in putting together and working procurement actions to procure materials, equipment, and services. Receives, verifies and reconciles contractor invoices, vouchers and supporting documents. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
