This position IS not subject to security ownership restriction reporting requirements Responsibilities As a Human Resources Specialist (Awards & Recognition), GG-0201-13, you will be responsible for: Overseeing the administration of all aspects of the awards and recognition program and policies. Serves as the principal advisor on a variety of issues related to incentive awards and recognition. Consulting with and advise supervisory and management officials about employee recognition and awards. Advising agency officials regarding decisions and responding to specific awards issues and actions requiring agency involvement, such as challenges to program requirements and procedures and to approval of awards. Developing communications to ensure an understanding of program policies, and requirements throughout the agency organizations. Resolving complex and systemic awards problems and conceptual issues that require substantial knowledge of Federal law, regulations, and procedures. Conducting reviews and assessing to ensure the effective administration of the program and the productive use of recognition to drive program improvements and achievement of agency goals and objectives. Providing interpretations regarding application and intent of policies, requirements, and standards established by the agency, the Office of Personnel Management (OPM), and Federal laws and regulations. The ideal candidate for this position should possess excellent communication and interpersonal skills with the ability to work independently to manage, organize, plan, and carry out to completion all associated tasks related to the various award programs by established deadlines. Additionally, the candidate should possess strong project and program management and process improvement skills, and the ability to overcome challenges and develop solutions; as well as the ability to learn quickly and be flexible with competing priorities. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation leading to a clearance is required for new hires. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Experience applying advanced federal human resources laws, principles, concepts, and regulations to effectively plan, implement, and execute awards and recognition programs. Experience applying attention to detail, and program and project management skills to carry out task to completion. Experience in written and oral communication techniques sufficient to provide advisory and consultative services to customers and stakeholders, and developing and issuing written correspondence and guidance, as well as facilitating briefings and/or presentations. Additional Information The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
