About the Position: The U.S. Army Contracting Command was established on March 14,2008. The mission is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs. Responsibilities Lead the strategic human capital planning process based on the broad human capital plan. Provide oversight for the program management of the overall strategic human capital and wellness programs of the organization. Provide training necessary for accomplishment of individual and team tasks. Lead the team in determining what improvements can be made (e.g. work methods, processes and procedures). Serve as lead action office on all guidance/policies pertaining to performance standards/awards. Provide guidance on policies/procedures in support of timeframes for completion of employee performance ratings. Analyze data to prepare required reports for senior leaders. Conduct program analyses to ensure compliance with program requirements. Specialized experience: One year of specialized experience which includes advising management on administrative procedures for executing human capital programs; executing program management oversight of strategic human capital and performance management programs for the organization; maintaining knowledge of regulatory guidance pertaining to human capital and performance management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position.
