US Army Civilian Human Resources Agency Lead Human Resources Specialist (Recruitment and Placement) in Rock Island, Illinois

Summary About the Position: Serves as a Lead Human Resources (HR) Specialist working in Civilian Human Resources Agency (CHRA) Defense Health Agency, Center of Excellence (DHA COE), West Staffing Service Center. Responsibilities Utilize a wide range of HR practices, laws, regulations, policies, and precedents. Ensure that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulate and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Monitor and report on the status and progress of work, check on work in progress, and review completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Research and advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Evaluate position management in assigned organizations and provide assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills. Specialized Experience: One year of specialized experience which includes utilizing civilian human resource (HR) laws, regulations, policies, and procedures to resolve recruitment/staffing issues; providing full recruitment lifecycle civilian HR services to customers to include providing advisory services, completing job analysis, completing qualifications analysis, and coding or processing personnel actions; utilizing automated systems to complete HR-related tasks; and providing technical guidance, assistance, advice, or training to other employees regarding civilian HR recruitment/staffing topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Managing Human Resources Staffing and Recruiting Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
