Description

Position Overview:We are seeking a highly motivated and experienced individual to fill the role of Program Manager. The Program Manager will be responsible for the overall functioning of the designated program, ensuring the planning, development, and implementation of coordinated and comprehensive recovery-based services. This role involves providing leadership, managing program resources efficiently, supervising staff, and maintaining a positive work atmosphere aligned with agency values.

Key Responsibilities:

Quality Services:

  • Oversees program functions and projects delegated by the Supervisor.

  • Ensures adherence to state certification regulations, funding requirements, and other applicable regulations.

  • Supervises recordkeeping within the unit and ensures documentation meets regulatory standards.

  • Provides immediate response and leadership in managing crisis situations and behavioral/risk management issues.

  • Facilitates case reviews to ensure the quality and objectivity of services for clients.

  • Ensures implementation of evidence-based therapeutic programming and ongoing evaluation of programs/services.

Program Resources Put to Best Use:

  • Participates in planning, development, and implementation of the annual unit budget and program objectives.

  • Coordinates efficient utilization of program resources, overseeing purchases, assisting with staff scheduling, and approving timesheets.

  • Ensures the physical environment is hazard-free and conducts inspections for facility safety.

  • Coordinates resources with other units to ensure efficiency.

  • Supervises and monitors client fee collection and provides consultation on client funding issues.

Effective Staff:

  • Manages employee performance by establishing clear goals, tracking progress, providing timely feedback, and addressing performance issues.

  • Delegates authority and accountability to staff, recommends selection of new staff, and oversees recruitment and orientation.

  • Provides supervision and assistance in staff development, training, and quality assurance activities.

Internally & Externally Coordinated Services:

  • Coordinates services with other programs and community providers to ensure effective client support.

  • Serves as a member of agency leadership teams, supporting strategic direction and initiatives.

  • Advocates and partners with community providers and funders to meet client service needs.

  • Maintains positive and effective community relationships with various stakeholders.

Services That Address Client/Guest Goals:

  • Participates in the admissions process and Admission Safety Reviews.

  • Partners with clients to develop and implement person-centered services.

  • Manages caseload to coordinate client service needs in the community network.

  • Maintains knowledge of best practices and community resources.

  • Implements processes/procedures in crisis situations and behavioral risk/management issues.

Requirements

Requirements**YOU MUST HAVE: Advanced Counselor CASAC or other QHP as defined by OASAS Operating Regulations required.

Minimum Education & Experience

  • Associates degree in human service related field and three years’ paid human service experience

  • orMaster’s or Bachelor’s degree in human service related field

  • orequivalent combination of education and experience.

Licensure/Certifications·

  • NYS motor vehicle license, safe driving record and availability of personal vehicle for work.

  • Advanced Counselor CASAC or other QHP as defined by OASAS Operating Regulations required.·

  • BasicComputer Literacy as evidenced by the ability to go online and conduct basic searches on the Internet, check his/her email account, create and send email with an attachment and use simple email features. Can open spreadsheets and word processing documents to read and make simple edits. ·

  • BasicMicrosoft Word skills as evidenced by the ability to produce basic business letters and simple tables and charts; as well as check spelling, set tabs, change page orientation, sort, save, open and organize electronic files.

Physical Demands

  • Job frequently requires sitting, handling objects and paperwork, work with a computer and communicating with others both verbally and in written format.

  • Job involves occasional lifting of up to 30 lbs., walking, standing and reaching.

  • Finger dexterity to a level that allows the ability to operate a telephone and computer keyboard.

  • Hearing needed to a level that enables one to hear normal conversation.

  • Visual requirements to the level of being able to read documents and a computer screen.

  • Ability to read and interpret policies, procedures and various other information.

  • Ability to maintain emotional control under stressful situations.

Working Conditions

  • Traditional office or household environment.

  • Occasionally subjected to pressure due to time demands.

  • Occasional travel to other East House facilities.

  • Must be able to respond to on-duty and/or off-duty crises as relevant to specific program(s)..

  • Ability to work some nights and weekends.

  • Position may require occasional local travel within Monroe and some surrounding counties and occasional transportation of clients

  • Variations in daily assignments, frequency of interruptions, volume of work, performing/presenting in front of others. Must get information from and deal with many personality types including staff, referring agents, clients and outside individuals.
