The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
Responsibilities:
GENERAL PURPOSE:
Performs operational/business duties in support of a clinical area/department which may include Clinic Workflow, Clinical Quality Outcomes, Patient Relations/Satisfaction, Clinic specific budget and coordination. Develops the business management practices, planning mechanisms, control systems, and organization necessary for the management of multiple clinical departments. Organizes and analyzes the information necessary for a clear understanding of the department's clinical operations. Enhances the control systems for expenditures. Responsible for operating budgets. Develops a management-reporting system to keep the chairperson informed of the department's activities. Manages employees directly and through subordinate supervisors or lead workers.
The Director, University Health Services Admin & Finance serves as principal deputy to the Vice Provost for planning, financial, and administrative affairs across all components of the University Health Service (UHS). The position also serves as Director of the self-funded Student Health Insurance Plan (SHIP). With significant impact on the UHS mission to improve the health and well-being of University of Rochester students and staff, the Director provides leadership in the areas of strategic management, operations management, leadership, and the financial management of a combined budget of over $25 million.
RESPONSIBILITIES :
Strategic Management for UHS Clinical & Health Promotion Programs
Serves as the principal deputy to the Vice Provost in developing strategic plans and initiatives.
Works with the leadership team to ensure that UHS plans are aligned with and in support of the University's strategic plan.
Financial Planning & Management for UHS Clinical & Health Promotion Programs
Serves as the Senior Financial Officer, overseeing an operating budget of over $10 million for UHS clinical and health promotion programs.
Assures fiscal control through a reliable system of expenditure and revenue accounting
Oversees preparation of operating and capital budgets, as well as monthly, quarterly, and annual financial reports.
Prepares business plans for incremental resources and program expansions
Directs analysis and report preparation of strategic initiative performance, service trends and other projections, revenue and expenses generated from services and programs
Responsible for setting the Mandatory Health Fee for all University full-time students to fund UHS programming for students.
Operations Management for UHS Clinical & Health Promotion Programs
In conjunction with ancillary Managers, provides overall direction and oversight of Customer Service, Information Technology, Billing, and Revenue Cycle operations.
Works with the UHS leadership team to optimize operations for clinical and health promotion services.
Strategic, Financial, Regulatory, and Risk Management for the Student Health Insurance Plan
Directs and leads financial administration, regulatory compliance, and risk management for the $18+ million self-funded Student Health Insurance Plan (SHIP).
Provides strategic direction to ensure optimal solutions and management systems for plan compliance and financial solvency of the plan.
In conjunction with the SHIP Manager, oversees and develops processes and strategies associated with the certificate of coverage, financial reporting, and required adherences to New York State Insurance law.
Leads the formulation and execution of a long-range, risk management framework in concert with appropriate University partner departments.
Program Development & Operational Management for the Student Health Insurance Plan
Directs and leads program development, operational management, and implementation for the SHIP.
In conjunction with the SHIP Manager, identifies, evaluates, and analyzes compliance and regulatory functions inherent in the operations of the health plan.
Creates, implements, administers, and monitors action plans to efficiently and cost-effectively address claim utilization, member behavior, and internal and external costs of the health plans.
Manages stop-loss insurance policy for the self-insured plan; third party administration contracts and engagements with actuaries, auditors, CPAs, and consultants.
Leadership & Human Resources Management
In conjunction with the leadership team, creates a climate and culture in which employees can thrive and contribute to the success of UHS.
Monitors staff engagement and initiates actions to ensure high levels of engagement.
In partnership with Department leaders and the HR Business Partner, oversees departmental human resources functions regarding structure, employment, compensation review, promotions, disciplinary actions and terminations.
General Administration & Planning
Plans and oversees building and space needs.
Provides administrative oversight for the UHS accreditation process.
Acts as the UHS Privacy Officer
Manages the UHS website in conjunction with UHS divisions and coordinates UHS communications.
QUALIFICATIONS :
Bachelors degree, preferably in Health Care Administration, Business Administration, or related field required. Masters degree preferred.
Minimum of 6 years of relevant experience in personnel, fiscal and resource management required.
Outpatient healthcare management, health insurance analysis, financial forecasting preferred.
Strong leadership and strategic mindset required.
Strong business and financial acumen required.
Exceptional communication (both written and verbal) required.
Change management preferred.
Working Knowledge of Self-Funded Insurance Plan preferred.
