Salary Range: $44,959 - $58,446 annually

Summary of Responsibilities:

Under the direction of the Director of Budgets & Contracts, the Budget Analyst is the primary fiscal support for the Early Childhood Services programs. Primary duties of this position are for the fiscal oversight, maintenance, developing and reporting of financial information for the Head Start and Early Head Start Programs and other federal, state, and private funding sources. The Budget Analyst assists in preparing annual budgets in conjunction with the Head Start program staff; monitors program expenses to ensure compliance; provides budget statements and comparisons against actual expenditures; maintains financial ledgers and data; prepares monthly financial statements and reports; and makes recommendations for budget modifications as needed for ECS. The position provides administrative and financial accounting assistance in coordinating Agency wide budget preparation and monitoring, fiscal contract compliance and post-award grant accounting activities.

Overall responsibilities of the Budget Analyst position include the following: grant and Agency budgets preparation, submissions, and monitoring; financial forecasting, budget variance reporting and insightful, actionable fiscal analysis; data and file and ledger accounts maintenance; completion, interpretation and submission of fiscal reports, to the Office of Head Start and other funding sources on a timely basis. The Budget Analyst is also responsible for monitoring of Agency and funder regulations and compliances; adherence to contractual obligations; and provides financial technical assistance and applicable training to Agency and staff.

Qualifications

  • Education: Bachelor’s Degree required in Accounting or Finance; equivalent combination of formal education, training and work experience in accounting and finance will be considered.

  • Experience: Minimum of three (3) year’s direct work experience in accounting, budget development and monitoring, and financial analysis, preferably in the public and nonprofit setting. This position requires a strong financial acumen and experience in grants management, post-award grant accounting and monitoring activities. Supervisory, management or experience in a leadership capacity is a plus.

  • Requires strong organizational, administrative, analytical, negotiations, problem-solving and planning skills; must be highly attentive to details; requires the ability to manage multiple priorities and work in fast-paced environment; ability to work independently, as well as part of a team is essential; requires ability to coordinate projects and work well with people of diverse fiscal backgrounds.

  • Requires strong understanding of fundamental financial accounting procedures, standards, and strategies; must possess strong experience working with transaction flows, financial & budget management, reconciliations, vouchering process, and forecasting techniques; experience working on budget and ledger systems is required.

  • Must have in-depth experience monitoring fiscal activities for budgets more than $10 million; requires strong knowledge of multiple grant and public funding streams and processes; familiarity with local and state and federal funder regulations, common language and terms, and grant recipient operational guidelines is required (i.e., allowable cost, reporting, etc.). Must be able to exercise good judgement in making recommendations and decisions, in accordance with established legal, Agency and funder policies & procedures.

  • Must possess good time management skills; demonstrated ability to prioritize and complete assignments in a timely manner according to deadlines; must be assertive, a self-starter and have ability to multitasks projects; must demonstrate initiative in following through on tasks and directives and meeting goals; requires flexibility and availability for evenings and weekends.

  • Requires good verbal and written communication skills; must have ability to interpret information, conduct related presentations and provide directives and training. Requires strong interpersonal and customer relations skills; must be able to maintain a professional demeanor and have the ability to work with diverse individuals and groups and staff, at all organizational levels, both internal and external (i.e. funders, auditors, partners, etc.); ability to exercise tact and discretion in interpreting related finance information, directives and all customer service interactions is essential.

  • Requires proficiency in use of all Microsoft Office products; advanced proficiency in Excel, GMS is required: must have experience in financial data collection and data base management; requires strong experience in financial analysis reporting, interpreting, and applying accounting theory; requires experience creating and interpreting spreadsheets; knowledge of additional accounting software products and systems and applications and interface systems is strongly preferred.

  • Requires flexibility to work outside of normal business hours, including weekends if necessary.

  • Bi-lingual capabilities: English and Spanish preferred.

  • Requires valid NYS driver’s license, clear driving record and access to reliable transportation.
