Nature of Work
This position is responsible for the overall operation, programming and maintenance of the Water Reclamation Plant’s Supervisory Control and Data Acquisition (SCADA) system and associated systems to ensure reliability, usability, and security. This position also provides technical support and assistance in other areas including operations and electrical & mechanical maintenance.
This position works closely with and under the direct supervision of the Maintenance Supervisor.
2024 Rate of Pay: $31.91 per hour with advancement to $40.86 per hour.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.
*Control System and Software Maintenance
Participate in the programming, operation, and maintenance of SCADA system servers, operator stations, PLC's, HMI graphics, communications network, telemetry communication equipment, and related equipment according to City and Utility security requirements.
Create and maintain SCADA and Historian databases, displays and reports; coordinate and oversee activities of vendors and integrators.
Maintain and update software and firmware on SCADA system components including operator stations, servers, and PLCs; perform back-up procedures, coordinate restoration and retrieval of files/data as needed.
Maintain all files/data in an accurate and retrievable manner.
Generate reports as needed.
Perform system fail overs and shutdowns for patching.
*Electronic Equipment Maintenance
Repair and maintain control system equipment including process instruments, actuators, control panel components, etc.
Maintain and update prints, drawings and other records pertaining to the Utility's SCADA system computers, relative communications systems, field equipment and other electronic equipment.
*Coordination
Coordinate and conduct SCADA user training for operations and maintenance staff.
Confer with internal and external users to analyze problems and system needs.
*Technical Support
- Provide technical support for devices including control systems and associated equipment, communication systems, and general assistance to other areas as required.
Perform other duties as assigned or necessary.
*ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
An Associate's degree or 2-year technical certificate in Electronic Engineering, Telecommunications Technology, Computer Science, Computer Technology or closely related field AND five (5) years of full-time employment experience programming and/or maintaining SCADA systems, PLCs and related equipment in an industrial or utility setting.
Licenses and/or Certifications
Valid driver's license
Desirable Qualifications
Specialized courses or certifications in SCADA systems, PLC's, networking, server management, communication systems, or SCADA security.
Experience operating, programming and/or maintaining Emerson/GE Rx3i PAC controllers, GE Cimplicity HMI and Proficy Historian systems, Kepware Kepserver, Microsoft SQL, and Windows Domain Controllers.
ADDITIONAL INFORMATION
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: Operational characteristics of a variety of computer platforms, networks, software applications and operating systems, including SCADA systems; Methods and techniques of application systems analysis, development, design, programming, testing and implementation of application software; Methods and techniques of SCADA systems database management and administration; Advanced methods and techniques used in maintaining information systems security.
Skill in: Installing, testing, troubleshooting and maintenance of PLCs and related equipment; Detecting, isolating and resolving automated information system problems.
Ability to: Recommend, implement, install and maintain appropriate technology to meet client needs; Define problems, collect data, establish facts, draw valid conclusions and prepare appropriate reports; Use Microsoft Office products including but not limited to Word, Excel, PowerPoint and Access; Organize and establish priorities and to develop procedures and programs; Effectively communicate orally and in writing; Work well with City, State and Federal agencies.
