This position will perform and provide the production of Right of Way Turnback maps and related items in asset management in connection with the maintaining and relinquishing of Trunk Highway Right of Way or other property rights. The position also includes various activities subsequent to property management, public inquires, right of way map maintenance, and routine office functions.
Examples of work for this specific vacancy include but are not limited to:
Performs technical activities related to the preparation and completion of right of way packages.
Performs technical activities related to reconveyances, turnbacks, leases, limited use permits, and access control changes.
Performs technical activities related to the acquisition of right of way and management of property owned by MnDOT.
Creates and maintains right of way records/files related to pre- and post-acquisition activities.
Prepares exhibits and related information necessary for eminent domain, hearings or jury trials.
Operates GeoPak and MicroStation programs.
Combines, processes and corrects all electronic files/information in order to produce final right of way mapping of project history.
Provides assistance and direction to consultants in right of way related activities.
Meets and/or communicates with the public and property owners.
Prepares and/or reviews complex building demolition sheets.
Conduct field reviews.
Notifies maintenance of right of way encroachments.
Substitutes for Right of Way manager as needed in project meetings and customer service requests.
Performs other duties as assigned.

Minimum Qualifications
The level of experience to perform this job at the Transportation Specialist level can be achieved with:
- Four years of experience performing right of way or related activities.
OR
- Three years of experience performing right of way or related activities PLUS a combination of one year of related experience in surveys, design, road maintenance, materials/soils, permits, etc.
Note: A Two year Civil or Construction Technology Degree or the following four-year degrees: Architectural, Civil or Mechanical Engineering; Land Surveying / Geomatics; or equivalent may substitute for one year of experience. (In order for education coursework to be considered in lieu of work experience you must submit a copy of your transcripts).
Working knowledge of English sufficient to read, write, speak, and understand oral and written information; communicate with employees and the general public in-person or via two-way radio and other electronic devices; and to maintain routine written logs and simple records.
A Class D driver’s license is required if driving a state or personal vehicle for state business.
Preferred Qualifications
Ability to interpret maps and construction plans.
Skills in word processing, data entry, CADD, and other data processing software.
