The primary purpose of this position is to provide Facility Engineering support for the Aircraft Division of the Directorate of Maintenance. Objective is to ensure the Aircraft Division production and overhead organizations are provided with the most efficient facilities in order to support the require workloads. Responsibilities 1. Independently plans and executes plant design studies and projects which have a significant impact on the workload, operations, and/or costs of related organizations. 2. Plans, designs, and recommends complete new or improved facilities. 3. Prepares, justifies, and submits work requests to Civil Engineering and Plant Management Division. 4. Concerning related Complies with health, safety and environmental rules, federal, state, and local policies and procedures regarding technical conduct and performance. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technician Series.. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that involved work measurement, simplification, and standardization. Methods analysis and improvement. Analysis and design of work center facilities and equipment. Planning and control of industrial operations; In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband Nj-2, equivalent to the next lower grade GS-07 or equivalent in other pay systems. Specialized experience is experience in planning and executing plant design studies and projects which have a significant impact on the workload, operations, and/or costs of related organizations.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Practical Knowledge of industrial engineering concepts, principles and practices and familiarity with other engineering disciplines to perform complex projects with responsibility for the complete project, or portions of large and complex projects.? 2. Practical Knowledge of standard of constructions maintenance and repair facility work processes to determine compliance with federal, state, and local codes and regulations. 3. Practical Knowledge of applicable weapon systems, production equipment; test, measurement, and diagnostic equipment (TMDE). Automatic test equipment, including associated software.? 4. Practical Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assignments. 5. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations and/or technical orders.? 6. General working knowledge of financial control, budget systems and management, and standard contracting regulations, practices, and procedures. 7. Knowledge of the installation/command mission and organization.? 8. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives withing available resources. 9. Ability to recognize, analyze, conduct research, interpret, summarize, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.? 10. Ability to plan, organize coordinate, lead study teams, and execute multi-facet projects and/or studies with other engineering disciplines with financial and time constraints. 11. Ability to communicate effectively both orally and writing, negotiate, advise others, maintain good working relations, and meet and deal with customers using a high degree of tact and diplomacy.? 12. Ability to originate new ideas, projects, studies, and methodologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
