Parsons Corporation Design Manager - Security in Riyadh, Saudi Arabia

Job Description:

Parsons is looking for an amazingly talented Security Design Manager to join our team!

In this role, you will join a professional Project Management team that is involved in multiple projects on a program being developed by Diriyah Gate Development Authority. Anchored to the UNESCO World Heritage Site of At Turaif, it is intended to become a world-class cultural heritage destination for the people of the kingdom and for visitors looking to discover the essence of Saudi Arabia. Phase 1 consists of a 7.5km master plan separated into 5 districts, each with a blend of asset classes, all of which are being designed in the Najdi architectural style and are well underway, so you will be joining the program at an exciting and challenging time.

What You'll Be Doing:

  • Work as part of a 40-strong PMC team providing project management services for the client.

  • Manage the design and delivery of all safety and security systems for physical and technological risk mitigation measures.

  • Provide support to the client on technical security systems.

  • Work with the client to standardize and interface security systems across the project.

  • Responsible for managing & reviewing Technical Security Planning, Strategy, and Design of Security systems along with related IT and communication systems.

  • Participating in the Preparation and review of security systems design guidelines and specifications for the site wide development.

  • Attend all technical meetings relevant to the security discipline as required.

  • Review threat and risk assessments and schematic/detailed systems plan, and ensure security systems design alignment with client guidelines/specs, national regulations/ international standards, and industry best practices.

  • Assist in the preparation of bids, specifications, and the tendering process for Physical Security and related IT and communication systems.

  • Advise and provide technical support to the project team on all security matters. Ensure adequate liaison and understanding of security requirements between contractors, consultants, and suppliers

  • Manage the process of reviewing and approving security system designs and drawings.

  • Sound knowledge of authorities regulations like Sadia, MOI, and HCIS regulations and specifications

  • Policies, Systems, Processes, and Continuous Improvement

  • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure controlled and consistent work.

  • Prepare or assist in the preparation of accurate and timely functional statements and reports.

  • Contribute to identifying opportunities for continuous improvement of security systems, processes, and practices.

Core Technical design expertise:

  • CCTV, Digital Video Surveillance Systems and Video Analytics

  • Intrusion & Perimeter detection systems

  • Physical Access control system.

  • Security Systems networking and communication systems- ICT & Active Networks

  • Radio and wireless-based communication systems

  • Parking Management system, Parking Guidance system

  • Hostile vehicle mitigation System

  • Interfaces with other building services and support systems (e.g., car park management systems, lifts, fire alarms, BMS, etc.).

  • Security Operations Control Center. Including command control center

Job Requirements:

  • Bachelor's degree or equivalent in Electronics Engineering; Master's degree preferred.

  • Minimum 10 years of relevant experience as a project manager and in scope/specification development for medium-to-large scale projects.

  • Relevant experience in managing multiple, diverse security projects in the Middle East.

  • Extensive experience in Security Planning, Strategy, and design of Security systems, with functional knowledge of related IT and communication systems.

  • Extensive experience in preparing, reviewing, and approving Security systems design drawings, guidelines, and specifications.

  • Certified Protection Professional (CPP) or Project Management Professional (PMP) certification is preferred.

  • Proficient in design software (Revit, CAD, etc.), codes, and standards.

  • In-depth knowledge of security procedures, surveillance equipment, and risk assessment.

  • Excellent interpersonal, communication, and problem-solving skills.

  • Ability to work in a fast-paced, multi-tasking environment and adhere to company policies and procedures.
