Job Summary

Functions in our group include safety, project field management, construction management, quality control, start up and decommissioning and field engineering.

Lead Specialty Inspector who can serve as sole Resident Inspector on medium to large civil infrastructure projects. Typically assigned to more complex and larger projects including; collaborative-delivery projects, new treatment facilities, upgrades or expansions that include new technologies; large-diameter pipe projects in difficult terrain or deep bury in conjunction with plant or facility construction.

Key Responsibilities

  • Observes and documents contractors field work including results of field tests of equipment, structures, and piping as appropriate and reports issues to project management.

  • Coordinates and monitors quality assurance for all aspects and disciplines onsite for the project. Documents field observations. Serves as onsite liaison to owner and contractor. Adheres to safety, quality, and ethical standards in accordance with Division policies, standards, guides, and contractual commitments. Anticipates potential construction issues, such as dimensional or applicability conflicts, and works proactively with all parties to expedite solutions and mitigate any negative impacts to the project.

  • Daily personal interactions may include clients, designers, property owners, contractors, inspectors, and authorities having jurisdiction on the project

  • Resolves construction issues in the field peer-to-peer

  • Reviews schedule updates with regard to general construction logic, potential conflicts, and activities or deliveries falling behind schedule

  • Monitors and reports on progress of work but seeks assistance from Black and Veatch professional schedulers on unusual or difficult issues. Evaluates contractor proposals of remedial actions to correct schedule problems

  • Leads or assists in the interpretation/clarification process during construction, coordinates responses with engineering disciplines as necessary. Helps staff engineer with the review, tracking, and distribution of contractor submittals, including coordinating with appropriate design disciplines for technical reviews; alerts contractor when necessary submittals are not received ahead of related construction

  • Interprets contract documents for QA/QC. Assists project/construction manager in evaluating change requests, claims, and cost proposals from contractor, coordinates responses with the project manager.

  • Monitors changes of apparent integrity of the site, such as differing subsurface and physical conditions, existing structures, and site-related utilities when such utilities are exposed. Assists with logs and tracks all issues, proposed changes, change orders, and claims. Ensures that contractor's as-built records are monitored for accuracy and completeness, collected at end of the project, and forwarded to project engineer. Supervises and performs inspections as appropriate; schedules and witnesses field testing performed by others, including testing firms and field acceptance testing.

  • Develops project construction punch lists for substantial and final completion

  • Resolves inaccuracies directly with contractor, Assists in determining percent completion for purposes of approval of contractor pay applications and makes recommendation on contractor's payment requests to owner.

  • Assists with coordination of equipment startup operations and operator training.

  • May supervise other field staff. Conducts pre-construction, weekly, monthly and special construction meetings, prepares and distributes meeting minutes as needed.

  • Observes B&V’s safety policies

Management Responsibilities

Preferred Qualifications

  • Associate's degree in a construction-related discipline or craft apprenticeship preferred

  • 12+ years' experience in utility construction industry preferred

  • Certifications for concrete, compaction and civil tests preferred

  • Inspection certification preferred

Minimum Qualifications

  • 10+ years field experience.

  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Physical Demands:

• Lift and carry heavy items weighing up to 50 pounds.

• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.

• See and hear naturally or with correction.

• Full range of motion and flexibility consistent with requirements of the job duties.

• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure.

• Requires repetitive movement.

• May require work above 5 feet in height.

• Climb and maintain balance on steel framework, stairs, ladders and scaffolds.

• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions.

• Requires working in cramped work spaces and getting into awkward positions.

• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc.

• Requires working in extremely bright or low lighting conditions

• Includes exposure to sounds and noise levels that are distracting or uncomfortable.

• Work around hazardous equipment.

• Typical office environment.

• This position is considered a safety sensitive position.
