U.S. Army Chemical Materials Activity Management and Program Analyst in Richmond, Kentucky
Summary This is a Temporary Appointment not to exceed 18-OCT-2025 The Blue Grass Chemical Activity will be undergoing a reduction-in-force (RIF) effective 22 January 2026. About the Position: Serves as a Management and Program Analyst with Blue Grass Chemical Activity providing managers with objectively based information for making decisions on the administrative and programmatic aspects of operations and management. Responsibilities Study the structure and/or functions of the organization with interrelated work processes and functions, to resolve substantive issues, or moderate scope, to improve efficiency. Collect and analyze pertinent organizational data and information; develops statistical and narrative data to justify any changes and recommendations; prepares and presents briefings. Advise on proposed reorganizations and/or realignment of functions and staffing level changes. Present findings, options, and recommendations. Plan and conduct management surveys and/or research on substantive issues of moderate scope and impact to assess the effectiveness of program operation. Independently perform or participate as a key analyst in studies of broad scope. Assist with input of time and attendance each pay period as needed, and perform reviews of time and attendance for accuracy; take necessary action to correct payroll system errors. Serve as Administrator of the Government Travel Charge Card (GTCC) program; monitor account status for BGCA personnel and resolves cardholder issues. Perform final review of travel obligations, authorizations, and settlement vouchers prior to approval and make all necessary corrections. Serve as the Lead Defense Travel Administrator (DTA); provides training to new and existing Defense Travel System (DTS) users, Organizational DTAs and Financial DTAs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
