U.S. Army Chemical Materials Activity Facility Management and Planning Specialist in Richmond, Kentucky

Summary About the Position: Serves as the technical advisor for the Blue Grass Chemical Activity (BGCA), reporting to the BGCA Chief of Staff, on all aspects of BGCA space and facility utilization to support operational needs that must be responsive to a world-wide mission. Reduction in Force: This is a Temporary Appointment not to exceed 18-OCT-2025 The Blue Grass Chemical Activity will be undergoing a reduction-in-force (RIF) effective 22 January 2026. Responsibilities Maintain oversight of BGCA’s work order process to ensure repairs are completed in a timely, and accurate. Provide recommendations to leadership for facility and space utilization and other real property matters. Monitor progress of WOs to ensure work is being performed satisfactorily or within the parameters or Statement of Work. Serve as a technical advisor on all facility matters within the Activity. Coordinate with BGAD’s Facilities Engineer (FE)/Directorate of Public Works (DPW) and communicates requirements/expectations to BGCA’s Building Managers. Serve as the BGCA representative in attendance at BGAD’s quarterly Real Property Planning Board (RPPB). Attend meetings hosted by BGAD providing BGCA updates and requirements and obtain pertinent information from those meeting in order to relay that information to the appropriate BGCA. Specialized Experience: One year of specialized experience which includes: planning and executing a real property program, conducting site surveys, and managing construction projects including renovations and repairs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Attention to Detail Manages and Organizes Information Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Business and Industry (29) Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a Temporary Appointment not to exceed (NTE) 12 months. Temporary appointments may be extended up to a maximum of three (3) years. Position MAY NOT be made permanent.
