This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

The I&C Engineer will work within a team of engineers responsible for the maintenance of industrial control systems (ICS) at the 222-S Laboratory complex on the Hanford site. ICS support the safe and reliable operation of an analytical services laboratory handling radioactive materials in support of the Hanford mission. ICS include mission critical ventilation control system, standalone PLC applications, local area network for analytical instrumentation, and applications for data retrieval from e-tools.

The I&C Engineer will provide hardware maintenance and development, software support services, and technical assistance for all process control systems, programmable logic controllers, related digital equipment, instrumentation, and site industrial control systems. They will also be responsible for analysis and diagnosis of system related problems, including system design and failure analysis, and provide recommendation for solutions where appropriate. This position will provide subject matter expertise (SME) and analysis regarding the design, functionality, and performance of industrial control systems critical to site operations.

The successful candidate will report to the Monitoring & Controls Systems Engineering Manager, whose team have direct responsibility for responding to Analytical and Operations organizations relying on control systems and networks for continued operations.

Responsibilities:

  • Implement activities to ensure the functionality of process, design, business, and security related industrial control systems.

  • Conduct complex fault and design analyses, failure evaluation and resolution, and monitor trending data for assigned system.

  • Draft operating procedures including preventative and routine service schedules.

  • Maintain software quality assurance documentation relating to system maintenance and development.

  • Provide technical direction for internal and external parties and perform technical review of work packages to ensure completeness and accuracy.

  • Recommend and develop changes to system design and upgrade efforts.

  • Lead small to moderate sized projects by establishing tasks, priorities, milestones, cost estimates, and schedules, and communicating the status to the project manager and customer.

  • Support development of strategic plan and policies for implementation of industrial control systems and automation.

  • Develop test criteria and conduct functional testing of on-line, off-line, and new industrial control systems.

  • Identify, evaluate, and expedite procurement of industrial control systems, components, and peripherals.

  • Draft Statements of Work for service agreements and vendor support.

  • Provide technical guidance and leadership to lesser experienced employees.

  • Maintain software quality assurance program compliant with ASME NQA-1 subpart 2.7 to support software lifecycle activities on each ICS.

Requirements

Minimum Qualifications:

  • Bachelor of Science (BS) degree in Electrical Engineering, Mechatronics Engineering, Computer Science, Mechanical Engineering, Chemical Engineering, or other related technical field.

  • 7-10 years directly related ICS experience, including software quality assurance.

Preferred Qualifications:

  • Familiarity with nuclear applications with emphasis on instruments and controls.

  • Knowledge of current development and trends, and ability to interpret IEEE Standards & NFPA Requirements.

  • Familiarity with process and control system platforms, including modification to the control system hardware and software, communications systems (including wireless), and development and testing systems.

  • Control systems testing experience, including preparation of test procedures and completion of test reports.

  • Working knowledge of ICS platforms including Johnson Controls, Schneider Electric/Modicon, and Allen-Bradley.

  • Working knowledge of industrial control system networks/local area networks.

  • Working knowledge of software development in any of these: C#, .NET, C++, JavaScript, Microsoft MVC, SQL, etc.

  • Experience in application of DOE O 205.1C and NIST SP 800-53 (cyber security).

  • A Hanford Engineering Qualification.

  • Working knowledge of SmartPlant Foundation.

  • Excellent written and verbal communication skills.

Annual Salary Range (based on full-time 40 hours per week)

Grade 18: $104,175 - $131,425

Grade 19: $114,475 - $144,325

Grade 20: $126,025 - $158,875

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
