Responsibilities
The successful candidate will be self-motivated, adept at navigating complex environments, and capable of learning, digesting, and providing guidance on international security cooperation initiatives. This individual will distill and communicate complex strategic concepts to enable nontechnical managers to make informed decisions and to articulate the impact of security cooperation efforts to senior officials and policymakers.
Responsibilities:
Strategic Guidance and Research:
Researching and providing guidance on leading-edge international security cooperation strategies.
Evaluating the feasibility and impact of various technical and strategic approaches to international security problems.
Reviewing and critiquing technical and strategic reports related to international security, offering insights on methods and results.
Capability Development:
Developing and evaluating strategies for building and enhancing international security cooperation capabilities.
Creating methodologies for testing and evaluating the effectiveness of international security initiatives.
Program Management:
Assessing the efficacy, safety, and lifecycle costs of proposed or implemented security solutions.
Developing, monitoring, and maintaining a central repository of program information, including reports, requirements, and strategic plans.
Coordination and Communication:
Organizing, coordinating, and participating in meetings, discussions, and seminars on international security cooperation topics.
Communicating findings and strategic recommendations to both technical and non-technical audiences as required.
Required Qualifications
Qualifications:
Education and Experience:
Bachelor’s degree in International Relations, Political Science, Security Studies, or a related field, with 8 years of relevant experience; or
Master’s degree with 6 years of relevant experience; or
Ph.D. with 4 years of relevant experience.
Clearance:
SECRET clearance (or eligibility to obtain a minimum of an Interim Secret clearance).

Analytical and Communication Skills:
Proficiency in reading, analyzing, and critiquing strategic documents, similar to a peer-review process.
Comfort in discussing technical aspects of international security cooperation.
Expertise in threats relevant to international security.
Excellent communication skills, including technical writing and editing, oral communication, interpersonal and organizational skills, critical thinking, and the ability to engage stakeholders effectively.
Professional Expertise:
Publications, patents, or other documented evidence of expertise in international security cooperation.
Self-motivation and the ability to map out paths to success, troubleshoot, and independently review instructions and guidance to complete tasks.
Evidence of providing strategic guidance to stakeholders, both written and verbal, targeting both technical and non-technical audiences. This evidence may include conference talks, publications, feasibility analyses, or market research on state-of-art security technologies and their implications.
Strategic Guidance and Transition:
Experience providing strategic guidance such as technology roadmaps, feasibility analyses, and market research regarding the boundaries of state-of-the-art security technology.
Experience supporting the transition of security initiatives from research and development to operational use.
Experience supporting DoD or similar organizations.
Technical Proficiency:
Demonstrated strong technical writing skills targeting both technical and non-technical audiences.
Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
Candidates with a Secret (Top Secret/SCI) clearance are strongly preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range
USD $120,100.00 - USD $210,200.00 /Yr.
