ASRC Federal is seeking a Senior Director, Estimating within our Capture Management department.
Overview: Reporting directly to the VP Capture Operations, supports business development as a subject matter expert in one or more facilities and / or civil engineering operations and leads a team of estimators in developing detailed Basis of Estimate (BOE) to support all proposals. This role is essential to ensuring accurate, defensible, and competitive estimates by leveraging technical experts, historical data, and industry knowledge. Strong background in estimating, data analytics, and technical writing, as well as an understanding of government contracting requirements.
Requirements:
Lead a team of estimators responsible for developing comprehensive and accurate BOE documentation. Partner with Capture Managers, Proposal Managers, and technical SME to ensure BOE reflect a deep understanding of project scope and requirements. Ensure all BOE documentation adheres to applicable federal regulations, including FAR/DFARS, and internal policies Completes BOE by analyzing and translating program / proposal requirements and applying expert knowledge and parametric calculations to determine required resources to execute the contract. Develop a quantifiable, verifiable, and auditable BOE that is fully compliant with customer requirements for each proposal. Perform detailed analysis of the customer Request for Proposal (RFP), including the Statement of Work (SOW), Performance Work Statement (PWS) and workload data. Develop questions in response to the RFP. Using models, previous program artifacts, and technical documentation, as well as research for new requirements, determine required resources (labor, materials, subcontracted services, and other direct costs). Thoroughly document rationale and justification for BOE elements to ensure traceability to cost and technical narratives, using mathematical calculations as the preferred method. Analyze and recommend optimal labor compositions designed to present a competitive and competent staffing solution for the program derived from RFP / SOW/ PWS workload analysis and meeting all performance and compliance requirements. Participate as a key contributor in team proposal development activities and management reviews. Able to clearly present the BOE as an organized set of data and narrative information that explains the logic, methodology, calculations, and assumptions used. Plan, direct, and provide quality control of Estimating activities.
Education: Bachelor’s degree in Engineering, Mathematics, Statistics, or related field.
Required Experience: Minimum 12 years proven experience developing BOE with experience mentoring / leading a team of estimators. Development of BOE for facilities and structures, carpentry, roofing, HVAC, plumbing, electrical, painting, mechanical, food services, and related disciplines. Demonstrated experience in proposal development, OBS / WBS creation, BOEs, and BOE narrative. Previous experience working within/supporting DOD or a civilian government environment in a similar role. Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced environment.
Technical Skills: Proficiency in cost modeling tools and software (Excel, ProPricer, or other estimating platforms). Strong technical skills with ability to articulate complex concepts in a clear and concise manner. Experience with engineering / technical projects.
Leadership skills: Demonstrated ability to lead, build, and maintain a team of Estimators.
