Description
Leidos is looking for an Expert Instructional Systems Design Engineer with a healthcare background to support the Human Systems Integration (HSI) division of VHA’s Office of Health Informatics. The Expert Instructional Systems Design Engineer will participate in cross-functional teams in the provision of Human Factors Engineering and Human Systems Engineering Services to organizational customers that aim to optimize overall system performance of Healthcare and Healthcare-related systems.The candidate will support the planning and performance of studies for assessments, evaluations, and analyses to provide recommendations for interactive systems to improve their usefulness and usability. Studies may include areas to include usability, macro-ergonomics, human factors, instructional systems design, systems safety, applied analysis, cognitive engineering and interaction design functions. The goal of the program team is to determine user needs by role and perform structured usability testing for critical functionality, including providing baselining and post-implementation assessments, while providing evidence for risk-informed decision-making. The program team is required to provide knowledgeable resources with appropriate training, education, expertise and credentials to conduct studies in accordance with HSI Division and VA policies and procedures, inclusive of supporting instructional systems design in collaboration with HSI to perform studies for assessments, evaluations, and analyses to provide recommendations for interactive systems to improve their usefulness and usability.
The Expert Instructional Systems Design Engineer will be a part-time resource that provides approximately 50% full-time employee equivalent (FTEE), with availability for team ceremonies and collaborative sessions Monday-Friday, between 7 AM ET and 6 p.m. ET.
Primary Responsibilities:
The candidate may:
Manage a team of Instructional Designers to develop effective curriculum & training and promote a healthy team culture that achieves organizational strategy and goals.
Consult on Instructional Systems Design (ISD) studies and projects.
Provide extensive Instructional Systems Design subject matter expertise and mentoring.
Perform the systematic process for the assessment and development of training solutions, designed specifically for the purpose of formal training delivery.
Implement the curriculum & training design process to ensure that new and existing products provide the intended user experience and outcomes.
Refine and uphold curriculum & training standards in line with design principles and learning design development best practices.
Support field staff to capture ongoing stakeholder feedback for continuous improvements of curriculum & training, ensuring alignment with advancements in best practices.
Perform Instructional System Design studies that delineate the current performance from the potential system performance with identified variable factors for short-term solutions and longer-term solutions to inform operational and strategic planning.
Work closely with other team members.
Basic Qualifications:
Doctorate degree and 10 years of relevant experience in Instructional Systems Design Engineering.
Demonstrated blend of domain knowledge, technical expertise, problem-solving abilities, and a commitment to ongoing development that are foundational to successful instructional system design practices.
Experience in the coordination with customers to identify model requirements, instructional/training goals, and variables to be applied. Must be able to develop a clear understanding of customer goals and objectives and shape work activities to satisfy them.
Extensive experience in instructional system design to include complex healthcare systems.
Demonstrated experience in the following:
Identifying performance gaps or learning needs
Formally documenting instructional design plans
Using empirical data to make instructional design plans
Ensuring instructional solutions address performance gaps
Identifying and making improvements to instruction
Designing instructional strategies that engage, motivate or are learner-centered
Using face-to-face, online, and blended learning strategies
Developing project management plans for instructional design projects
Designing assessments of learning
Collaborating across functional teams
Ability to ensure the accuracy of instruction / training through validation and verification to further enhance the usability of systems.
Must be able to effectively communicate with customers, end users, and team members on technical and schedule performance, in both verbal and written methods. Effective communication and documentation are also vital, as they help convey findings and insights to stakeholders.
Must exhibit a propensity for continuous learning and staying current with advancements in instructional system design techniques and tools to maintain and improve instructional system design skills.
Ability to document and report on training assessments to stakeholders.
Experience supporting studies.
Preferred Qualifications:
Ideally 5 years of experience in a healthcare environment.
Experience with electronic healthcare records systems.
VHA domain knowledge.
Instructional Design Certification from an accredited institution.
Experience with online learning platforms and tools.
Prior experience as a facilitator.
Experience with Jira (or Azure DevOps (ADO)), PowerPoint, Visio.
Familiar with Agile development methodology.

Pay Range:
Pay Range $101,400.00 - $183,300.00
