We have an opening for a Contracts Manager supporting our growing and dynamic Health, Economics, Environment and Development (HEED) and Transformation, Security, and Social Services (TS3) divisions with room for growth. Our HEED and TS3 divisions focus on global well-being by solving our clients' most difficult and complex challenges, grounded by empathy, inclusivity, expertise, and deep contextual understanding. The ideal candidate will have a great attitude, a keen eye for detail, be flexible, and willing to think “outside the box” in a fast-paced environment.

Preferred location for this position is Reston, VA area with a hybrid schedule, and will consider fully remote candidates in the 48 contiguous United States.

Responsibilities :

  • Provide contracts support for proposals and active contracts with primarily Federal Agency clients.

  • Review solicitations and contractual documents and assist in the development of proposal responses ensuring consistency with corporate policy, pertinent regulations, and customer requirements.

  • Lead the development, writing and management of business/price proposal volumes to address requirements, and mitigate risk consistent with sound business practices, company policies, and government regulations. Maintain all required contractual and price/business volume documentation.

  • Identify to stakeholders contractual and/or RFP terms that pose risk to the company and resolve/implement risk mitigation strategies. Negotiate contractual terms with state and local clients, focusing on mitigation of ICF’s risk.

  • Provide guidance and oversight, and work with client representatives to resolve operational and contractual issues that may arise during the performance of the contract, with a focus on mitigating ICF’s risk while meeting the customer’s needs.

  • Review and negotiate non-disclosure agreements, teaming agreements, and subcontract agreements (when ICF is subcontractor).

  • Support data calls, maintain compliance with SOX and other governmental requirements, as well as client audit requirements on an ongoing basis.

  • Proactively assess critical contract obligations and contract provisions, to include gaps and risks. Advise on contract revisions to better meet the needs of the Client and ICF.

  • Handle multiple priority tasks and proposals effectively.

  • Develop effective positive working relationships with both internal and external customers; participate in customer meetings as required.

Basic Qualifications:

  • 8+ years of cradle to grave government contracts administrative experience

  • 8+ years of experience working with relevant laws, regulations, terms, conditions and policies governing assigned contracts, including FAR and CAS

Preferred Qualifications:

  • Bachelor’s Degree

  • Solid skills with Microsoft Office (e.g., Word, Excel, Teams, SharePoint)

  • Excellent oral and written communications.

  • Strong attention to detail and the ability to multi-task in a dynamic, fast-paced environment.

  • Effective interpersonal, communication, and time management skills

  • Strong organization, analytical and problem-solving skills.

  • Ability to build collaborative business relationships both internally to the company and with external customers.

  • The ability to collaboratively work with geographically diverse internal customers.

  • Experience processing and submitting grant applications.

  • Experience supporting state and local proposal and contractual efforts.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$96,367.00 - $163,825.00
