North Wind Solutions is a Government contracting small business with operations at military and civilian installations across the United States. The company's focus is facilities operation and maintenance, waste management and radiological services, security control and force protection, and environmental services.
POSITION PURPOSE:
North Wind Solutions (NWSOL) is a government contracting small business with operations at military and civilian installations across the United States. The Richland site project's primary focus is providing mission critical support for the Hanford site in the areas of Cyber Security, IT Infrastructure deployment and management to include network operations, End User Support services, Application Engineering with emphasis on software development and support, Records Management, and Project Management for the execution across the spectrum of provided services.
The Project Management organization is primarily responsible for the management of hundreds of software application projects at the Hanford Site. The North Winds team is in the midst of a major modernization effort towards a more agile methodology. In this phase of the transformation, project managers are responsible to ensure we maintain current software development processes while assisting and encouraging the implementation of new, agile processes alongside them.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
This position will lead cross-organizational teams, providing project management support on multiple small, mid-level, and enterprise-level software projects simultaneously with very limited oversight from management. Software project support includes the assessment, maintenance, documentation, modernization, testing, and implementation for both custom applications and Commercial off the Shelf (COTS) products.
The IT project manager is responsible for supporting strategic initiatives at the Hanford site which will include; defining tasks and timelines, coordinating across departments, managing budgets, and ensuring timely delivery. The project manager is responsible for the overall direction, coordination, implementation, execution, and completion of projects ensuring consistency with organizational strategy, contractual commitments, and goals.
Specific duties include but are not limited to the following:
Schedule Management:
Create and maintain detailed project schedules, including resource allocations.
Regularly meet with development team members to ensure balance between demand and capacity, review actual hours worked vs planned hours to ensure deadlines and budgets are maintained.
Estimating and Budget Management:
Provide ROM estimates utilizing the approved NWSOL/HMIS Business Office processes with input from development team.
Ability to create a Detailed Cost Estimate to provide a more comprehensive response when requested by customer utilizing the approved NWSOL/HMIS Business Office processes.
Once approval and funds are received, ensure project cost are tracked throughout project life cycle against the planned schedule and budget.
Manage any cost variance and report overall project progress and execution within SCIFORMA as required.
Demonstrate basic understanding of and ability to apply Earned Value Management System (EVMS) techniques to projects as required.
Stakeholder Engagement:
Demonstrate effective communication and presentation skills to both internal and external project stakeholders.
Manage stakeholder expectations, maintain productive relationships, and ensure client engagement during the project life cycle.
Demonstrate ability to communicate to all levels within the organization, including senior management, at the appropriate level of technical depth depending on the audience.
Change Control:
Document change control items per standard project management process, procedures, and best practices; track impact to schedule, scope, resources, or cost.
Demonstrate ability to influence all levels of the organization and stakeholders of the importance of proper change control during all stages of the SDLC.
Risk & Quality Management:
Identify, assess, document, manage, mitigate, and communicate issues and risks throughout the project life cycle.
Develop and maintain contingency plans based on identified project risks.
Understand when and where to seek guidance and/or input on the quality requirements from various stakeholders.
Demonstrate ability to identify quality gaps, align with the stakeholders on quality requirements, and help ensure that the development teams are uniformly delivering the quality requirements of a given project.
DevSecOps & Production Support Process Adherence:
Ensure your teams adhere to DevSecOps and production support policies and procedures (including contractor-specific procedures) related to standard development management, release management, change management, SQA, and production support.
Ensure that you have an in-depth understanding of all applicable procedures for each contractor project supported.
Lead and direct your team in a manner that adheres to all sitewide and contractor specific procedures for each project.
Assist with the promotion of various DevSecOps processes to influence or assist teams in adapting to industry standard development trends for DevSecOps.
Project Reporting, Documentation, and Deliverables:
Provide weekly and monthly project reporting, within required deadlines, on work performed.
Ensure that required contract deliverables are tracked to completion, delivered on time, and meet customer expectations.
Ensure that SQA documentation is created, maintained, approved, and issued per Project Contractor's applicable procedures.
Document and create Epics, Features, and User stories within the Azure DevOps environment to track customer requirements and priorities.
Work with development resources on user story estimates and track within Azure DevOps.
Plan sprint cycles within Azure DevOps that align with application release schedules.
Provide project status reporting to stakeholders that ensures they have greater insight into the project, improves project tracking, and documents project progress.
MINIMUM QUALIFICATIONS:
Education and Experience:
BA/BS in an IT-related field OR combination of education and work experience plus 4-7 years IT related experience.
Minimum of 3 years of IT project management experience.
Minimum of 2 years working in an Agile development environment.
Skills and Abilities:
You have proven strong organizational and leadership skills to manage large high-profile projects or processes under tight deadlines with very limited oversight from manager.
You are highly self-motivated and self-directed.
You have the vision and mindset to identify, handle, and resolve problems quickly before they become recurring issues.
You are able to build a rapport with stakeholders by actively listening to and understanding their needs and concerns to ensure you can address them effectively.
You are familiar with all aspects of software quality assurance principles. This could include but not limited to ASME Nuclear Quality Assurance (NQA-1) standards.
You are able to communicate effectively and work well in teams while continuously learning from peers.
You are able to provide clear, concise, and effective verbal and written communications regularly to ensure that all project stakeholders are informed of project status.
You are able to facilitate all project meetings and create/update/distribute project documentation.
You are able to provide effective leadership to development teams, fellow project managers, and project stakeholders.

PREFERRED QUALIFICATIONS:
Experience in the project management and implementation of Enterprise-wide applications & systems.
Experience with Software/IT life cycles (SDLC). SDLC knowledge should include both Waterfall and Agile methodologies.
Experience with Microsoft Azure DevOps and/or other Agile methodology organization tools such as Jira, Asana, or Trello.
Experience with or understanding of how websites, web applications, databases, servers (web, application, and database), cloud-based solutions, Microsoft Windows applications, and general business process flows function in order to facilitate successful IT projects.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee will be sitting for long periods of time in an office environment (home or site) but will also be required to stand, walk, talk and hear.
