Leidos Health & Civil Sector is seeking a highly motivated and experienced Change and Configuration Manager to join our team. This position directly supports programs which provide a broad array of information, resources, referrals, mental health coaching and specialized support for military members and their families worldwide. These programs are directly responsible for supporting military community quality of life issues.

The Change and Configuration Manager is responsible for managing and controlling the change and configuration of software, hardware, systems, and other components. Develop and implement a comprehensive change and configuration management plan that outlines the procedures, processes, and tools to be used for managing configuration items.

Manage and track different versions or iterations of software code, documents, configurations, and other artifacts to prevent conflicts and ensure accurate, auditable historical records.

Coordinate and oversee changes to configurations, including analyzing the impact of changes, obtaining necessary approvals, and implementing changes in a controlled manner.

Work with system owners and the cybersecurity staff to establish baselines by defining and documenting the approved configurations of software, hardware, systems, and related components at specific points in time. Enforce strict control over changes to configurations by managing requests for changes, conducting impact assessments, and ensuring that only authorized changes are implemented.Serve as single point of contact and authority for asset management and process flow/IBR changes related to the modifications of processes, policies, procedures or system infrastructure and functionality.

Primary Responsibilities:

  • Lead weekly meetings to determine standard changes, and review backlog and prioritization.

  • Work closely with Program Manager, MC&FP's Chief Information Officer (CIO) and Authorizing Official (AO), and the FEDSIM Contracting Officer (CO) that all changes are acknowledged in writing before any changes are implemented.

  • Work with Cybersecurity Manager to regularly conduct audits and verification activities to ensure that actual configurations match the documented baselines and that discrepancies are addressed.

  • Collaborate with development and operations teams to plan and manage the release of software and systems, ensuring that changes are properly tested and deployed.

  • Perform asset management functions in accordance with program policies and procedures for asset lifecycle including receipt, deployment, update, and decommission.

  • Implement and sustains the Asset Management Database and conducts annual inventory and generates required reports.

  • Monitor and analyzes asset and configuration management processes to identify areas for improvement and implement changes to enhance efficiency and effectiveness.

  • Assist in rapid response and recovery efforts during incidents that impact system configurations, helping to restore configurations to a known state. Responsible for supporting disaster recovery solutions (i.e., RTO) and all recovery exercises.

  • Track authorized configurations for systems and regularly verifies inventory of configuration items (e.g., code, systems, system configurations, cloud implementation scripts) using ServiceNow.

  • Develop and lead the execution of OCM plans based on ServiceNow in support of IT initiatives. Develops and executes communication plans through the lifecycle of the OCM plan and SDLC from requirements definition to training, adoption, and operations.

  • Develop messages and communication materials to support communication plans. Chairs the Configuration Control Board (CCB); coordinates OCM activities with Functional Area Leads (KPs) and Government.

  • Coach initiative leads such as Product Owners and Project Managers.

  • Work with Cybersecurity Manager to perform and leverage change impact assessments and stakeholder analysis to develop security impacts of changes, updates and new technology features.

  • Work closely with Director of IT & Communications and Director of Quality Control to ensure accurate accountability and rigorous enforcement of change control policies in documentation and operations.

  • Work closely with Director of Quality Control to curate (and creating, if necessary) training materials associated with comprehensive training approaches.

Basic Qualifications:

  • Bachelor’s Degree (BS/BA) in a technical field with 7+ years total professional experience, including five (5) years of relevant OCM experience, including experience with complex Configuration and Change Management initiatives and maturing an enterprise OCM capability.

  • Experience performing Configuration and Change Management of large, complex projects developed by Agile development teams.

  • Training experience and experience maturing Configuration and Change Management capabilities within an Enterprise framework.

  • Experience supporting a government IT organization.

  • ServiceNow Change Adoption certification a plus.

  • Demonstrated experience managing change initiatives related to system implementations within a cloud environment.

  • Experience working across multiple stakeholder groups to achieve IT goals and objectives and delivering successfully on product requirements.

  • Experience reviewing deliverables to deliver high-quality results and work products.

  • Strong communication and presentation skills.

  • Experience in SharePoint and developing content within SharePoint environment.

  • Ability to obtain and/or maintain Active Secret Security Clearance. US Citizenship is required.

Preferred Qualifications:

  • ITIL4 Certification preferred.

  • JIRA and Confluence experience preferred.

  • PMP Certification preferred.

  • Certified Change Management Professional (CCMP) or Change Management Specialist (CMS) preferred.
