SALARY INFORMATION

$6,180 - $7,887 APPROXIMATE MONTHLY* / $35.65 - $45.50 APPROXIMATE HOURLY*

  • Holidays:12 days per year.
  • 80 hours of management leave per year
  • 8-hour floating holiday
  • Vacation: 10 days/year first 3 years; 15 days/year 4-9 years; 17 days/year 10-15 years; 20 days/year 16 years and thereafter.
  • Sick Leave: 12 days per year with a generous pro rata payoff at termination after at least 5 years
  • Retirement:CalPERS, coordinated with Social Security. Formulas include 2% at 55, (2) 2% at 60, or (3) 2% at 62.
  • Insurance: Medical and dental plan, with the County paying for most of the employee and a portion of the dependent cost; a vision plan, a fully paid life insurance policy and long-term disability plan
  • Other:Deferred Compensation plan, IRC Section 125 plan available.

ABOUT THE DEPARTMENT

The Agriculture Commissioner/Sealer of Weights and Measuresprovides regulatory agricultural services, and the regulation of weights and measures. Services include pesticide use enforcement, pest exclusion, pest detection/eradication, nursery and seed inspection, fruit/vegetable/egg quality control, and apiary inspection. Weights and measures activities include the inspection of weighing and measuring devices, testing of prepackaged commodities for compliance with stated weight or volume, the regulation of petroleum products, and public and private weighmaster services.

ABOUT THE POSITION

Under general direction, to supervise, coordinate, and assist in the agricultural and weights and measures inspection and enforcement program; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

Under the direction of the Assistant Agricultural Commissioner/Sealer of Weights and Measures, the incumbent is responsible for supervising professional and paraprofessional staff members as assigned and field duties. The incumbent works independently, requiring direction only on more difficult or unusual projects.

The ideal candidate has substantial experience in the administration of Agricultural and Weights and Measures programs as well as the development and implementation of departmental policies and procedures. They consistently approach their work with innovation, creativity and big picture thinking. They are an excellent communicator (both verbally and in writing) who can build productive and positive professional relationships both internally and externally, working with staff, partners, other agencies, the public and other stakeholders. They are skilled in conflict resolution and can mainta n composure and compassion in challenging situations.

The Deputy Commissioner understands and embraces the importance of public service and will continuously seek ways to improve business procedures and processes. They are an experienced supervisor who effectively motivates staff, fosters continuous learning at all levels of the department and promotes a supportive team environment within the office. Additionally, the ideal candidate has demonstrated experience performing budgeting work and in preparing concise and accurate reporting for external agencies.

EXAMPLES OF ESSENTIAL DUTIES

Assigns, supervises, and evaluates the work of subordinate staff involved in inspection work and the enforcement of applicable laws and regulations; participates in the provision of adequate staff training and employee discipline, as necessary; assists the Assistant Agricultural Commissioner/Sealer of Weights and Measures in establishing and implementing policies and procedures; assists in the development of budgets; procures and maintains inventory of supplies and materials necessary for various program operations; reviews, prepares, and/or submits a variety of administrative and technical reports; analyzes statistical data for reports; assembles evidence, prepares and presents cases against code violators; receives and responds to inquiries, concerns, and complaints regarding departmental programs; monitors and conducts inspections of produce, plant material, weighing and measuring devices, various pesticide uses, disease detection, quality and/or quantity control; issues permits and certifications as appropriate; enforces various agricultural codes, business and professional codes, and the California Code of Regulations; performs related work as required.

TYPICAL QUALIFICATIONS

Knowledge of:Supervisory concepts and principles; the organization, procedures, and operating details of a county agricultural department; and weights and measures programs; agricultural and weights and measures inspection and enforcement techniques; applicable Federal, State, County, Department, and Division laws, regulations, policies and procedures; research principles and methods, including statistics; basic principles and practices of modem organization and administration; and governmental budget preparation.

Ability to:Understand, interpret and apply laws and regulations pertaining to agricultural and weights and measures programs; supervise and evaluate the work of others; evaluate program operations and recommend changes in procedures and policies to improve efficiency; plan, organize, and prioritize daily assignments and work activities; help prepare and monitor the departmental budget; establish and maintain effective working relationships with subordinates, the public, and others contacted in the course of the work; collect, interpret, and evaluate data; express ideas effectively in oral and written form; perform required mathematical calculations quickly and accurately; and work independently.
