Summary This National Guard position is for a Plans and Operations Specialist, Position Description Number NGD0619000 and is part of the SDANG HQ, 114 FW. Position is located at JFHQ in Rapid City, SD. This is a National Guard Title 32 Excepted Service position. AREAS OF CONSIDERATION: -All members of the South Dakota Air National Guard and those eligible to become a member. Responsibilities As a Plans and Operations Specialist, GS-0301-11, you will: This position is located in the Joint Force Headquarters, Plans, Operations and Military Support Branch. The purpose of the position is to serve as a Plans and Operations Specialist, develop plans, coordinate preparations for state active duty and the operational employment of National Guard military resources. Acts on behalf of Director of Miltary Support during absences. The Plans and Operations Specialist assists in reporting, alerts, staff duty, and other Joint Operations Center (JOC) related functions within the J357. The Plans and Operations Specialist uses the operational environment in planning and anticipating needs within the JOC; as well as maintains situational awareness of all SDNG domestic operations. The Plans and Operations Specialist has knowledge in setting up the JOC, JOC battle drills, and creating a common operating picture as an alternate in the absence of the JOC Officer in Charge. The Plans and Operations Specialist maintains familiarity with correct reporting and information flow chains and expectations. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Selected individual must be assigned to a compatible military position. Rank: Enlisted up to MSgt. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. General Experience: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. Specialized Experience: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge to develop a specific military support (MS) plan, special report or to conduct a study, plans, coordinates and develops specific plans and projects from conception to completion. Skill to advise state and federal law enforcement agencies and Department of Defense (DoD) agencies concerning NG resources and capabilities to successfully support drug enforcement, interdiction of illicit drugs, and eradication operations Skill to develop, analyze, and integrate civil and military resources and assets into the comprehensive Joint Civil-Military Terrorism Counteraction Plans. Ability to develop resources to support emergencies and coordinates operational control over committed NG forces.
