Air Force Civilian Career Training SUPPORT PROGRAMS SPECIALIST in Randolph AFB, Texas

The primary purpose of this position is to provide support to leadership regarding the resources and activities of the Force Support Squadron, and to broaden the skills and/or enhance the leadership abilities of the incumbent, while contributing support to the mission and function of the Air Force. Responsibilities DUTY 1: Performs career broadening assignments in the development, analysis, and maintenance of program information. Researches information, collets data, develops and present proposals on the full range of Force Support issues. DUTY 2: Performs career broadening assignments involving researching, analyzing, understanding and implementing Squadron-wide programs. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Responsible for preparation, management, execution, and fiscal oversight of the flight's budget. DUTY 3: Conducts, leads, and/or participates in studies to improve assigned programs. Designs comprehensive Manpower, Personnel & Services studies characterized by boundaries that are broad and difficult to determine in advance. Defines problems and identifies relationships. Tracks functional resource requirements and allocations; performs integrated, independent analyses of issues across functional and appropriation lines; proposes solutions at the appropriate level for resolution. DUTY 4: Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from other military services, Department of Defense (DoD) agencies, and other related civilian organizations regarding services provided. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, QUALICATIONS: Miscellaneous Administration and Program Series 0301 (opm.gov) General Schedule Qualification Standards (opm.gov) BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: General Schedule Qualification Standards (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Force Support Programs; expert knowledge of program goals and objectives, precedents, sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishment. Knowledge and skills required to develop/modify new and complex operational plans, policies, and procedures; and provide expert guidance relating to program operations; and mastery knowledge of agency level and organizational policies, procedures, and practices used to implement the laws and rules affecting management of Force Support Squadron operations. Knowledge of a wide range of manpower, personnel, education, family & readiness, budgetary, instructional systems, and/or services operations, directives, administrative functions of programs, and procedures. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems and develop of new methods, approaches, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of a wide range of manpower, personnel, education, family & readiness, instructional systems, and/or services operations, directives, administrative functions of programs, and procedures. 2. Knowledge of budgetary, and resource management practices and principles. 3. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate effectively both orally and in writing; to maintain good working relations; motivate and guide others toward goals accomplishment; and to properly package briefings, papers, or reports suitable for management use and decision-making. Additional Information PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months Defense National Relocation Program is Authorized Direct Deposit: All federal employees are required to have direct deposit. This is a formal Force Support career broadening position, assignment duration is limited to 36 months. Must be able to obtain and maintain appropriate security level clearance. Mobility is a condition of employment, employee must sign an Air Force-wide mobility agreement. May be required to work other than normal duty hours, which may include evenings, weekends and holidays. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
