Minimum Education and Experience: Bachelor’s degree in a discipline related to the field assigned to the position from an appropriately accredited institution and two years of related experience; or an equivalent combination of education and experience.

Primary Purpose of the Organizational Unit: The Government Data Analytics Center (GDAC), a data integration unit of the Department of Information Technology (DIT), seeks to utilize public-private partnerships as part of a statewide data integration and data-sharing initiative. The GDAC unit is responsible for the development of policies, procedures, governance, technology, and best practices for statewide data integration and business intelligence efforts at an enterprise/Statewide level that will generate greater efficiencies in, and improved service delivery by, State agencies, departments, and institutions. The GDAC manages the design, development and support of numerous mission critical applications for the State including CJLEADS, NC FACTS, ECIDS, HIE, Health Analytics and other Data Analytics & Reporting programs along with other expanding project priorities. By law all data initiatives and activities must go through the GDAC. This position falls within the GDAC health care portfolio at the NC Health Information Exchange Authority (NC HIEA).

Primary Purpose of the Position: This position manages the master patient index environment utilized as the foundation for patient care, analytics and reporting activities for the statewide health information exchange (HIE), NC HealthConnex, at the NC Health Information Exchange Authority (NC HIEA). The incumbent is responsible for maintaining patient identity integrity by using his/her analytical and investigational skills and multiple tools and systems to piece together the patient identity story and independently determine, coordinate, and execute action needed to remediate identity discrepancies.

This role aligns with the Data Division's strategic plan to modernize and create enterprise solutions for state agencies. Collaborating with other project team members and the GDAC vendor partner(s), this position is responsible for designing, developing, and supporting application programming and functionality. As a key member of the enterprise team, it also serves as a subject matter expert and technical lead for the innovation team in researching new solutions by performing proof-of-concepts using latest technology trends. The primary focus involves leading the ongoing development of enterprise-level business intelligence applications, with a particular emphasis on implementing technology-driven analytic solutions for stakeholder agencies. The role serves as an expert in developing enterprise business intelligence applications that support GDAC portfolio teams ( Crim. Justice, Financial Fraud, Child Wellness, Longitudinal Performance, Health), implementing SAS and other technology-based analytics solutions for GDAC customers. While not involved in day-to-day technical operations support, given the vendor-hosted nature of the application, the position is responsible for comprehending and assessing the technical components of various applications. Additionally, it provides technical support to the project team in terms of data anal analysis, queries, and reporting.

This role will function as the technical lead/SME for the innovation team within the GDAC Enterprise team, overseeing the introduction of innovative enterprise proof of concepts and solutions using latest technologies. This entails utilizing advanced analytics and data science techniques, including Artificial Intelligence, by leveraging specialized technologies such as SAS and other industry standard cloud native non-SAS technologies and tools. This is a technical lead role with a more specialized skill set, heightened level of knowledge and experience in data engineering and data science technologies. This position aligns with statewide strategic plans to leverage data assets and analytics to further advance a data-driven government. Advance the data integration and analytics program statewide.

Description (including, but not limited to):

  1. Guidance and leadership in the usage and support of a collection of development platforms, technical architectures, or business applications and products that run on those platforms, beyond that of a Developer / Programmer

  2. Understanding and knowledge of application development and architecture that serves as a strong base for technical expertise in a specific product or program

  3. Analysis, visual design, development, data analysis, testing and implementation, technical and user documentation, software conversions, maintenance (including production support), etc.
