The Opportunity

Abt Global (Abt) seeks a qualified Technical Advisor for Gender, Social Inclusion, and Youth Development (Technical Advisor) for the anticipated USAID-funded Morocco Climate Change Flagship Activity. The Activity aims to support the government of Morocco in its efforts to mitigate the impact of climate change in Morocco, promote climate change adaptation best practices, and strengthen the resilience of vulnerable communities to climate change through education, economic growth, and governance programming.

As the Technical Advisor, you will help ensure that gender, equity, and youth considerations are woven throughout the Activity’s interventions. In doing so, you will be responsible for ensuring that the Activity is accessible and gender-responsive, and that it facilitates equity and inclusion at all levels (within leadership, Activity staffing, and programmatically)

Work is expected to begin in late 2024 - early 2025. The position is contingent on the opportunity being awarded to Abt. As the Technical Advisor, you will be based in Rabat, Morocco and will report to the Activity’s Chief of Party (COP).

Core Responsibilities

  • Work with key stakeholders and team members on the design and implementation of the Activity’s overall Gender, Social Inclusion, and Youth Development approaches. This includes supporting the drafting of annual work plans and implementing an integrated set of activities to achieve Activity goals to include and empower disadvantaged and vulnerable groups into climate adaptation plans and actions.

  • Collaborate with women, youth, and other marginalized groups and the Activity’s MEL team to propose relevant indicators and collect, analyze, and report on data measuring progress towards project goals and milestones.

  • Ensure that activities and results are implemented in a timely manner within the approved budget.

  • Promote the importance of Gender, Social Inclusion, and Youth Development activities and considerations to the project team, and among partners and stakeholders.

  • In collaboration with key stakeholders and Activity team members, lead the design and implementation of Gender, Social Inclusion, and Youth Development training for project staff, partners, stakeholders, and target beneficiaries, as needed. What We Value

  • An advanced degree in gender and youth development studies, sociology, social work, public policy, international relations, international development, or related field.

  • 7-10 years of progressive professional experience in gender and/or youth development, climate change, adaptation and resilience, or nature-based solutions required, including in program design, implementation, and evaluation, policy development and advocacy, capacity building and training, community engagement and participatory approaches.

  • Experience working in Morocco identifying opportunities and barriers related to engaging women, youth, and other marginalized populations required.

  • Proven ability to work with diverse stakeholders, including governments, NGOs, international organizations, and community groups.

  • Ability to conduct gender and social inclusion analysis, interpret data, and apply findings to program and policy development.

  • Excellent written and verbal communication skills, with the ability to produce high-quality reports, briefs, and presentations to a variety of stakeholders.

  • Strong skills in project planning, budgeting, monitoring, and evaluation.

  • Sensitivity to and knowledge of cultural, social, and political contexts, especially in relation to gender and youth issues in Morocco.

  • Experience in advocacy and the ability to influence policy at local, regional, and national level is preferred

  • Ability to handle multiple tasks efficiently and independently.

  • Ability to work collaboratively and effectively with colleagues from a diverse set of partners in both public and private sectors.

  • Willingness to travel to project sites, sometimes in remote or challenging environments.

  • Full professional proficiency in English is required. Proficiency in Arabic, and/or French, Amazigh and other languages spoken in Morocco is preferred. What We Offer
