U.S. Marine Corps SUPERVISOR HUMAN RESOURCES SPECIALIST (EMPL/LABOR REL) in Quantico, Virginia

Summary You will serve as Supervisory Human Resources Specialist (Employee and Labor Relations) in the Human Resources and Organizational Management (HROM) Branch of HQ US MARINE CORPS. Responsibilities You will serve as Head of the Employee/Management Advisory Services (EMAS) Section and be responsible for managing the Employee and Labor Relations Programs for all Human Resources and Organizational Management (HROM)-serviced customers. You will be principal advisor to the Director and Deputy Director, HROM and site managers; functional expert on employee and labor relations to HROM sites; and senior EMAS advisor to HROM-serviced Commands, Staff Agencies, and Offices. You will plan, develop, implement and coordinate labor and employee relations programs for all HROM serviced commands to meet their immediate and long range needs. You will develop programs to promote labor management relations, employee morale, and productivity through mutual understanding and respect, and ensure integration into the overall management of the serviced commands. You will provide expert advice and assistance on labor/employee relations areas, including discipline, adverse actions, administrative and negotiated grievances, performance management and recognition, employee counseling, and related functions. You will anticipate the needs and changes impacting on conditions of employment, negotiated agreements, interpret union contracts, advise command officials on contract requirements, resolve disputes, and respond to Unfair Labor Practice allegations. You will collaborate with Marine Corps and Department of Navy policy offices and other HROM functional areas to provide a holistic approach to resolving employee and labor relations issues affecting HROM-serviced commands. You will through subordinate supervisors, assign work, set immediate and long term priorities, and prepare schedule for completion of work. You will serve as first level supervisor to two EMAS supervisors located in Arlington, VA and Quantico, VA. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: delivering expert advice and counseling in the areas of complex conduct and discipline issues; grievances and appeals; adverse actions; performance management; labor relations; and employee development and training. Specialized experience must also demonstrate developing and analyzing labor and employee relations guidance, processes and issues and ensuring program compliance adheres to rules and regulations. Serves as the primary management representative to union officials for the conduct of day-to-day administration of the collective bargaining agreement.
